Resumen
El ensayo titulado “Eficacia al implementar la normatividad contra la
contaminación acústica en la ciudad de Barranquilla” aborda la problemática del
ruido como una forma de contaminación ambiental que afecta tanto el bienestar de
los ciudadanos como el paisaje urbano. A pesar de las normativas existentes en
Colombia, como la obligación de contar con un “croquis de ruido”, Barranquilla
enfrenta dificultades para controlar esta forma de polución debido a barreras en la
implementación y supervisión de las regulaciones. Este estudio analiza el marco
legal, las fuentes de ruido, las medidas adoptadas y los obstáculos que complican
su aplicación.
La contaminación acústica se define como el exceso de ruido generado por
actividades humanas que afecta negativamente la salud física y mental. Según
autores como Chepesiuk y Granada, el ruido no deseado es una forma constante
de polución que impacta nuestro sistema auditivo, siempre expuesto al entorno. La
Organización Panamericana de la Salud (OPS) también considera al ruido como un
contaminante que puede generar efectos fisiológicos y psicológicos adversos,
destacando su impacto en la calidad de vida.
En Barranquilla, las principales fuentes de contaminación acústica incluyen
el tráfico vehicular, áreas industriales, comercios y locales nocturnos. Estas
actividades han convertido a la ciudad en un entorno ruidoso, afectando la salud y
el desempeño académico y laboral de sus habitantes. Los efectos del ruido van
desde problemas auditivos hasta alteraciones del sueño y estrés crónico. Además,
esta problemática limita el desarrollo sostenible y genera malestar generalizado en
zonas urbanas densamente pobladas.
The essay, titled “Effectiveness of Implementing Regulations Against Noise Pollution in the City of Barranquilla,” addresses the issue of noise as a form of environmental pollution that affects both the well-being of citizens and the urban landscape. Despite existing regulations in Colombia, such as the requirement to maintain a “noise map,” Barranquilla faces difficulties in controlling this form of pollution due to barriers to implementing and monitoring regulations. This study analyzes the legal framework, the sources of noise, the measures adopted, and the obstacles that hinder their implementation. Noise pollution is defined as the excessive noise generated by human activities that negatively affects physical and mental health. According to authors such as Chepesiuk and Granada, unwanted noise is a constant form of pollution that impacts our auditory system, which is constantly exposed to the environment. The Pan American Health Organization (PAHO) also considers noise a pollutant that can generate adverse physiological and psychological effects, highlighting its impact on quality of life. In Barranquilla, the main sources of noise pollution include vehicular traffic, industrial areas, businesses, and nightclubs. These activities have turned the city into a noisy environment, affecting the health and academic and work performance of its residents. The effects of noise range from hearing problems to sleep disturbances and chronic stress. Furthermore, this problem hinders sustainable development and generates widespread discomfort in densely populated urban areas.
