Resumen
El presente documento surge como una oportunidad de conocer y fortalecer la Gobernanza
participativa en la implementación de Modelos Educativos Flexibles (MEF) en la institución
educativa San José del Trigal del Municipio de San José de Cúcuta. Abordando la gobernanza
participativa en la ejecución del MEF, la metodología utilizada, el alcance del informe, el marco
conceptual de la consultoría y la educación en Colombia. El resumen metodológico incluye la
validación teórica de la gobernanza participativa mediante entrevistas ponderadas y grupos focales
con actores educativos clave para mejorar la implementación del MEF. La metodología adoptada
sigue un enfoque inductivo, combinando herramientas cualitativas como entrevistas
semiestructuradas y grupos focales, con análisis documental. El informe se organiza en tres
secciones: contexto, metodología, resultados y conclusiones. La consultoría sugiere estrategias
específicas para mejorar la calidad educativa y ofrece recomendaciones para fortalecer la
gobernanza participativa en los MEF. El marco conceptual se centra en la gobernanza participativa,
los modelos educativos flexibles y la gestión pública en educación. Además, se aborda la teoría de
las capacidades de Amartya Sen, que se enfoca en evaluar el bienestar de una persona a través de
su capacidad real. También se define la educación en Colombia, incluyendo la descripción de los
Modelos Educativos Flexibles (MEF) como propuestas pedagógicas diseñadas para la atención
educativa de la población joven y adulta. Se ofrece un análisis de la situación actual resultados
derivados de entrevistas y grupos focales, las recomendaciones, estratégicas fundamentadas para
la toma de decisiones en el ámbito educativo y gubernamental.
This consulting document arises as an opportunity to learn about and strengthen participatory governance in the implementation of flexible educational models (MEF) in the San Jose del Trigal educational institution of the Municipality of San José de Cucuta. Therefore, it seeks to offer strategic solutions supported by in-depth research and analysis of the educational reality in the region. The document addresses participatory governance in the execution of the MEF, the methodology used, the scope of the report, its importance, the conceptual framework of consulting and education in Colombia. The methodological summary includes the theoretical validation of participatory governance through weighted interviews and focus groups with key educational actors to improve the implementation of the MEF. The methodology adopted follows an inductive approach, combining qualitative tools such as semi-structured interviews and focus groups, with documentary analysis. The report is organized into three fundamental sections: context, methodology, results and conclusions. The consultancy suggests specific strategies to improve educational quality and offers recommendations to strengthen participatory governance in MEFs. The conceptual framework of the consultancy focuses on participatory governance, flexible educational models and public management in education. In addition, Amartya Sen's theory of capabilities is addressed, which focuses on evaluating a person's well-being through their actual capacity to achieve valuable functioning in their life. Education in Colombia is also defined, including the description of Flexible Educational Models (MEF) as pedagogical proposals designed for the educational care of the young and adult population.
