Resumen
Los mecanismos de participación ciudadana son fundamentales para la democracia porque
permiten la intervención activa de las personas en las políticas públicas y la supervisión de
la gestión de autoridades. El objetivo es analizar cuáles son los retos que tiene la participación
ciudadana en la toma de decisiones administrativas en los gobiernos locales en Colombia. La
metodología se basa en un paradigma interpretativo, con enfoque cualitativo y de revisión
bibliográfica para revisar la normatividad vigente y los factores sociales que intervienen en
la participación ciudadana. Se lleva a cabo una búsqueda exhaustiva en bases de datos
académicas y gubernamentales utilizando palabras clave específicas. Luego, se realiza un
análisis sistemático de los documentos seleccionados para identificar patrones, puntos de
vista y hallazgos sobre los desafíos participativos en la gobernanza local. Los resultados
muestran un creciente interés por fortalecer la participación ciudadana y el compromiso con
el bienestar social en Colombia. Además, el país cuenta con un marco jurídico que facilita
participación, se ha incrementado el interés por la regulación del uso del suelo, la vigilancia
de recursos públicos y en la planificación del desarrollo urbano y la gestión territorial. Sin
embargo, se identifican dificultades por la falta de información, la desconfianza en las
instituciones y la apatía ciudadana, entre otros. Se concluye la necesidad de desarrollar
acciones puntuales que garanticen la participación efectiva de los ciudadanos en los
diferentes procesos de toma de decisiones que realizan las administraciones locales como
parte de su gestión.
Citizen participation mechanisms are fundamental to democracy because they allow the active intervention of people in public policies and the supervision of the management of authorities. The objective is to analyze the challenges of citizen participation in administrative decision-making in local governments in Colombia. The methodology is based on an interpretative paradigm, with a qualitative approach and literature review to review current regulations and the social factors that intervene in citizen participation. A comprehensive search of academic and government databases is conducted using specific keywords. A systematic analysis of the selected documents is then conducted to identify patterns, insights, and findings on participatory challenges in local governance. The results show a growing interest in strengthening citizen participation and commitment to social welfare in Colombia. In addition, the country has a legal framework that facilitates participation, and there has been an increase in interest in the regulation of land use, the monitoring of public resources, and in the planning of urban development and territorial management. However, difficulties are identified due to the lack of information, distrust in institutions and citizen apathy, among others. It is concluded that there is a need to develop specific actions that guarantee the effective participation of citizens in the different decisionmaking processes carried out by local administrations as part of their management.
