Deliberación de las mujeres lideresas en los asentamientos humanos: un estudio de caso en dos departamentos en el nororiente de Colombia

Resumen
La presente investigación tiene como objetivo analizar las formas en que se da la deliberación de las mujeres lideresas de los asentamientos humanos en dos departamentos del Nororiente de Colombia, para ello fue necesario desde el punto de vista científico, conocer el contexto social, cultural y político desde la perspectiva de la mujer líder en los asentamientos humanos de Alfonso Gómez de Cúcuta, Departamento Norte de Santander y el Recreo de Arauca.
Desde el punto de vista metodológico, se utilizó el paradigma interpretativo, con enfoque cualitativo que permitió abordar la subjetividad de las mujeres frente a la deliberación. Respecto al diseño de investigación, el mismo se correspondió con un estudio de caso, considerando que los resultados se enfocaron al fortalecimiento y crecimiento de teorías existentes, en efecto, se abordaron cinco mujeres líderes del
Asentamiento el Recreo, y cinco mujeres líderes del Asentamiento Alfonso Gómez, haciendo uso de una entrevista semiestructurada tomando como instrumento el guion de entrevista semiestructurado conformado por un total de once interrogantes que sirvieron de base para interactuar con las mujeres líderes.
En el alcance del objetivo se conoció el contexto social, cultural y político desde la perspectiva de las mujeres lideresas en los asentamientos humanos de Alfonso Gómez de Cúcuta, departamento Norte de Santander y el Recreo de Arauca, se tomaron en consideración como categorías para el análisis: formas de vida, proceso para alcanzar el liderazgo, liderazgos desarrollados en asentamientos humanos, rol de la mujer líder en los asentamientos humanos y trato de la comunidad hacia las mujeres líderes.
Los rasgos más representativos se encontraron que dentro de los Asentamiento Humanos una de las principales funciones que cumplen las mujeres lideresas es el acompañamiento, en este sentido, manifiestan su intención de asumir un proceso de intercambio que permita ocupar ciertas necesidades para poder dar cobertura a las mismas, en ambos asentamientos, la organización es un proceso que se establece como prioridad para el manejo de atención en la comunidad.
Así mismo, las mujeres lideresas se interesan por apreciar los recursos existentes estableciendo el abordaje en su territorio, considerando que ha existido un proceso de formación entre ellas para lograr ser líder, entendiendo el servicio para mejorar en cuánto a sociedad, asumiendo diferentes tipos de liderazgo y consolidando políticas dentro del asentamiento para el desarrollo y progreso.
Sus formas de deliberación y como lideresas permite la toma de decisiones incorporando a la mujer en asuntos de participación y de empoderamiento. De
hecho son las mismas mujeres lideres que conectan de manera dinámica con su entorno, a pesar que en sus manifestaciones existe nula participación en mesa política, aun así deliberan, sus acciones responden de acuerdo a las peticiones que emergen en los asentamientos.
Las mujeres lideresas deliberan de distintas formas, especialmente las líderes del asentamiento humano El Recreo de Arauca, que tienen claridad y apropiación haciendo visible la participación como capacidad de hacer parte de algo y que, además, la deliberación asume la posibilidad de mantener el derecho a opinar, ampliando sus perspectivas y opiniones en cuanto a la relación con el otro.
En conclusión, el estudio permitió analizar las formas en que se da la deliberación de las mujeres lideresas en los asentamientos humanos de Alfonso Gómez de la ciudad de Cúcuta, departamento Norte de Santander y el Recreo del municipio de Arauca, departamento de Arauca. La mujer líder como rol fundamental dentro de los espacios comunitarios, en su determinación y capacidad organizativa, desarrollando un pensamiento deliberativo, generando gestión y conocimiento para el desarrollo
comunitario, llevando a cabo la importancia de la toma de decisiones como fuente deliberativa en su liderazgo.
The objective of this research is to analyze the ways in which the deliberation of the women leaders of the human settlements in two departments of the Northeast of Colombia occurs, for this it was necessary from the scientific point of view, to know the social, cultural and political context. from the perspective of the female leader in the human settlements of Alfonso Gómez of Cúcuta, Department of Norte de Santander and Recreo de Arauca. From the methodological point of view, the interpretative paradigm was used, with a qualitative approach that allowed addressing the subjectivity of women in the face of deliberation. Regarding the research design, it corresponded to a case study, considering that the results were focused on the strengthening and growth of existing theories, in fact, five women leaders from the El Recreo Settlement, and five women leaders from the Alfonso Settlement were addressed. Gómez, making use of a semi-structured interview taking as an instrument the semi-structured interview script made up of a total of eleven questions that served as the basis for interacting with the women leaders. In the scope of the objective, the social, cultural and political context was known from the perspective of the women leaders in the human settlements of Alfonso Gómez de Cúcuta, department of Norte de Santander and Recreo de Arauca, they were taken into consideration as categories for the analysis. : ways of life, process to achieve leadership, leadership developed in human settlements, role of women leaders in human settlements and community treatment of women leaders. The most representative features were found that within the Human Settlements one of the main functions that women leaders fulfill is accompaniment, in this sense, they express their intention to assume an exchange process that allows occupying certain needs to be able to cover the same, in both settlements, the organization is a process that is established as a priority for the management of care in the community. Likewise, the women leaders are interested in appreciating the existing resources establishing the approach in their territory, considering that there has been a training process among them to become a leader, understanding the service to improve in terms of society, assuming different types of leadership. and consolidating policies within the settlement for development and progress. Their forms of deliberation and as leaders allow decision making incorporating women in matters of participation and empowerment. In fact, they are the same women leaders who connect dynamically with their environment, despite the fact that in their demonstrations there is no participation at the political table, even so they deliberate, their actions respond according to the requests that emerge in the settlements. Women leaders deliberate in different ways, especially the leaders of the El Recreo de Arauca human settlement, who have clarity and ownership, making participation visible as the ability to be part of something and, in addition, deliberation assumes the possibility of maintaining the right to express an opinion, expanding their perspectives and opinions regarding the relationship with the other. In conclusion, the study allowed us to analyze the ways in which the deliberation of women leaders occurs in the human settlements of Alfonso Gómez in the city of Cúcuta, Norte de Santander department and Recreo in the municipality of Arauca, department of Arauca. The leading woman as a fundamental role within community spaces, in her determination and organizational capacity, developing deliberative thinking, generating management and knowledge for development community, carrying out the importance of decision-making as a deliberative source in its leadership.
