Resumen
Este documento se centra en analizar la percepción de los usuarios de EPSI Dusakawi sobre
el acceso y la calidad de los servicios de salud, considerando el contexto sociocultural de las
comunidades indígenas atendidas por este prestador de salud. A través de un diseño
cualitativo con enfoque hermenéutico, el estudio profundiza en las experiencias, opiniones y
necesidades de los usuarios para identificar las barreras estructurales, administrativas,
culturales y geográficas que impiden el ejercicio pleno del derecho a la salud.
La recolección de datos se realizó a través de entrevistas semiestructuradas con usuarios y
actores clave del sistema de salud, complementadas con una revisión documental de fuentes
institucionales y legales. Los resultados revelan una desconexión significativa entre el
modelo de salud ofrecido por EPSI y las dinámicas culturales y territoriales de los pueblos
indígenas. Esta desconexión se refleja en experiencias de discriminación, retrasos en la
atención, falta de pertinencia cultural en los servicios y deficiencias en la comunicación
institucional.
Además, la investigación destaca la ausencia de mecanismos efectivos para la participación
comunitaria en los procesos de toma de decisiones y subraya la urgente necesidad de adaptar
los servicios a un enfoque intercultural que respete y valore las prácticas tradicionales de
salud. A partir de los hallazgos, el estudio propone fortalecer un modelo de atención
diferencial e intercultural que promueva el diálogo entre los sistemas de conocimiento,
respete la autonomía cultural y asegure el cumplimiento de los derechos fundamentales a la
salud. Este trabajo tiene como objetivo contribuir al desarrollo de políticas públicas más
inclusivas y culturalmente apropiadas para las comunidades indígenas en Colombia.

This research focuses on analyzing the perception of EPSI Dusakawi users regarding access to and quality of healthcare services, considering the sociocultural context of the indigenous communities served by this health provider. Through a qualitative design with a hermeneutic approach, the study deeply explores the experiences, opinions, and needs of users to identify the structural, administrative, cultural, and geographical barriers that hinder the full exercise of the right to health. Data collection was conducted through semi-structured interviews with users and key health system actors, complemented by a documentary review of institutional and legal sources. The results reveal a significant disconnect between the healthcare model offered by EPSI and the cultural and territorial dynamics of indigenous peoples. This disconnect is reflected in experiences of discrimination, delays in care, lack of cultural relevance in services, and deficiencies in institutional communication. Additionally, the research highlights the absence of effective mechanisms for community participation in decision-making processes and underscores the urgent need to adapt services to an intercultural approach that respects and values traditional health practices. Based on the findings, the study proposes strengthening a differential and intercultural care model that promotes dialogue between knowledge systems, respects cultural autonomy, and ensures the fulfillment of fundamental health rights. This work aims to contribute to the development of more inclusive and culturally appropriate public policies for indigenous communities in Colombia.
