Resumen
La aplicación de la presente investigación se hace con el propósito de poder identificar una serie de criterios los cuales se encuentran asociados al Plan de Beneficios que se rige por la Resolución 2481 de 2020 y en el que se encuentran las coberturas para el manejo de las actividades, el análisis de cada una de las categorías, los criterios de los insumos, medicamentos, dispositivos, servicios y procedimientos usados para la atención integral en salud, así como, los criterios de transformación las cuales deben ir garantizadas en ambos regímenes por las entidades promotoras de salud, las entidades obligadas a compensar y los prestadores de servicios de salud de acuerdo con sus competencias, responsabilidades y funciones. Para ello, se planteó como objetivo general: Proponer un modelo estratégico para la atención de personas con discapacidad auditiva y motora por parte del personal de salud de Cúcuta. Es importante destacar que, desde el punto de vista práctico, el trabajo se justifica porque aporta evidencia empírica los institutos de salud de la región, además puede servir de insumo para la evaluación de planes y programas que puedan formular los organismos relacionados con el tema objeto de estudio. Con el propósito de alcanzar el objetivo
en mención, se formulan tres objetivos específicos que contribuyen al logro, estos son los siguientes: I) Identificar, mediante una revisión literaria, el estado actual y las prioridades de acción de la discapacidad auditiva y motriz. II) Determinar las principales problemáticas vinculadas con la atención de las personas con discapacidad auditiva y motriz por parte de los profesionales de la salud. III) Diseñar un modelo estratégico de formación dirigido a los profesionales de salud de Cúcuta para la atención a personas con discapacidad auditiva y/o motora. Para el desarrollo del presente trabajo, se presentan investigaciones que permiten visualizar algunas concepciones del tema central de estudio, por ende, se especifican investigaciones de orden internacional, nacional y local. Dentro del marco metodológico, la investigación tiene un enfoque mixto, con el cuál se quiere recolectar datos con base al procesamiento estadístico de la información, con el objetivo de establecer pautas de comportamiento entre las variables. Así mismo, el tipo de estudio es no experimental, transversal, documental y de campo, adicional a esto se emplean técnicas de investigación descriptiva; aplicado a una población objeto de estudio constituida por las 4.171 personas diagnosticadas con discapacidad auditiva y/o motora Instituto Nacional Para Sordos, 2018. Para el análisis de los resultados, se hizo la clasificación de estos, en tres aspectos: I) Estado actual y prioridades de acción de la discapacidad auditiva y motriz: Una revisión literaria. II) Principales problemáticas vinculadas con la atención de las personas con discapacidad auditiva y motriz. III) Plan estratégico de formación dirigido a los profesionales de salud de Cúcuta para la atención a personas con discapacidad auditiva y/o motora. En el primer aspecto se resaltan los estudios que describen el profundo impacto de la pérdida de audición ponen de manifiesto los efectos no sólo en la calidad de vida, sino también en el bienestar físico y mental de las personas. Creándose dos subclasificaciones: I) El impacto global de la discapacidad auditiva. II) El impacto global de la discapacidad motriz. En la segunda clasificación se hizo el análisis de los resultados, para el desarrollo de este apartado, se presenta el instrumento (encuesta) el cual se construye mediante el análisis documental efectuado durante toda la investigación. Finalizando el tercer aspecto con el modelo de atención Plan estratégico de formación dirigido a los profesionales de salud de Cúcuta para la atención a personas con discapacidad auditiva y/o motora.

Within the methodological framework, the research has a mixed approach, with which the aim is to collect data based on statistical processing of information, with the objective of establishing patterns of behavior among the variables. Likewise, the type of study is non-experimental, cross-sectional, documentary and field, in addition to this, descriptive research techniques are used; applied to a population under study constituted by the 4,171 people diagnosed with hearing and/or motor disabilities National Institute for the Deaf, 2018. For the analysis of the results, the classification of these was made, in three aspects: I) Current status and priorities for action of hearing and motor disability: a literature review. In the second classification, the analysis of the results was made, for the development of this section, the instrument (survey) is presented, which is built through the documentary analysis carried out throughout the research.
