Impacto al cumplimiento del ODS estado de derecho en Colombia durante la pandemia COVID-19: una aproximación a los desafíos económicos emergentes

Resumen
El brote de COVID afectó, no solo al sistema de salud en América Latina, pero, a su vez, a las ya debilitadas instituciones de la democracia, demostrando décadas de deficiencias y fallas sistemáticas para responder a la crisis sin utilizar prácticas autoritarias. Por este motivo, este ensayo estudiará el impacto al cumplimiento del ODS Estado de Derecho durante la emergencia del coronavirus, ya que, el gobierno de Colombia utilizó prácticas autoritarias, considerando la teoría del declive de la democracia y los riesgos económicos que esto representa en la actualidad.
El tipo de esta investigación fue explicativa y descriptiva, utilizando el método cualitativo. Los resultados preliminares mostraron que las condiciones políticas, sociales y económicas en Colombia eran precarias y con el brote de COVID, empeoraron. De hecho, los derechos civiles y humanos se vieron gravemente afectados por las medidas utilizadas para detener la propagación del virus. Por esta razón, es importante centrarse en un diálogo nacional y regional
para vigilar y verificar que los gobiernos democráticos se abstengan de dichas prácticas autoritarias.
The COVID outbreak affected not only the health system in Latin America, but, in turn, the already weakened institutions of democracy, demonstrating decades of deficiencies and systematic failures to respond to the crisis without using authoritarian practices. For this reason, this essay will study the impact on compliance with the SDG Rule of Law during the coronavirus emergency, since the Colombian government used authoritarian practices, considering the theory of the decline of democracy and the economic risks that this represents in the present. The type of this research was explanatory and descriptive, using the qualitative method. Preliminary results showed that political, social, and economic conditions in Colombia were precarious and with the COVID outbreak, they worsened. In fact, civil and human rights were severely affected by the measures used to stop the spread of the virus. For this reason, it is important to focus on national and regional dialogue to monitor and verify that democratic governments refrain from such authoritarian practices.
