Resumen
Cuenta esta La Ley 1618 de 2013 en Colombia es un hito en la atención a personas con
discapacidad, alineándose con la Convención de la ONU sobre los Derechos de las Personas con
Discapacidad. Representa un compromiso de la sociedad colombiana hacia la inclusión total,
integrando perspectivas de diversos sectores, incluyendo a las personas con discapacidad como
agentes activos. Esta política pública, que abarca a todos los actores del Sistema Nacional de
Discapacidad, orienta acciones de inclusión a nivel nacional y territorial. Es clave su
implementación local, impactando a más de dos millones y medio de personas con discapacidad
en Colombia, quienes frecuentemente enfrentan exclusión.
La política busca restituir derechos fundamentales como educación y salud, promoviendo un
desarrollo equitativo e igualitario. Involucra a todas las esferas políticas y sociales, incluyendo a
las personas con discapacidad y sus familias, fomentando su participación activa. El Municipio de
Los Patios ha integrado esta política en su Plan de Desarrollo 2020-2023, promoviendo la
participación de asociaciones de discapacidad y creando un registro de personas con discapacidad,
empezando por áreas urbanas y planeando expandirse a zonas rurales.
Este enfoque revela que, a pesar del progreso, se necesitan acciones más concretas y duraderas
para un impacto a largo plazo en la inclusión, asegurando que las estrategias se adapten y perduren.
La inclusión efectiva requiere un compromiso continuo y actualizado para garantizar la equidad y
la igualdad de oportunidades para las personas con discapacidad en Colombia
The Law 1618 of 2013 in Colombia is a milestone in the attention to persons with disabilities, aligning with the UN Convention on the Rights of Persons with Disabilities. It represents a commitment of Colombian society towards full inclusion, integrating perspectives from various sectors, including persons with disabilities as active agents. This public policy, which encompasses all actors of the National Disability System, guides inclusion actions at national and territorial levels. Its local implementation is key, impacting more than two and a half million people with disabilities in Colombia, who often face exclusion. The policy seeks to restore fundamental rights such as education and health, promoting equitable and egalitarian development. It involves all political and social spheres, including people with disabilities and their families, encouraging their active participation.
