Comportamiento de la informalidad en el norte de Santander con el surgimiento del régimen zona económica y social especial (ZESE)

Resumen
El objetivo de la presente monografía es abordar el comportamiento que ha tenido el
Norte de Santander con la llegada del régimen Zona Económica y Social Especial - ZESE
previsto en la ley 1955 de 2019, artículo 268, con respecto a la informalidad laboral que
es un fenómeno que está presente en toda Colombia y tiene mayor concentración en ese
departamento. Para ello se recolectó información de datos estadísticos correspondientes
al territorio, se indagó en libros, textos de internet y bases de datos para poder comparar
el comportamiento de la informalidad antes y durante la vigencia del régimen especial;
siendo la finalidad de la norma ZESE generar empleo formal, la legalización de los
negocios y atraer inversión para contribuir con el mejoramiento de la calidad de vida de
los habitantes.
Una vez analizada la información, se tiene que, con la entrada del régimen ZESE en
mayo del 2019 a septiembre del 2021, el 77.27% de las empresas inscritas han sido del
Norte de Santander, no obstante, se siguen presentando índices altos de informalidad
en el departamento, puesto que es un comportamiento difícil de erradicar aun más con
la emergencia sanitaria Covid 19 presentada en Colombia en el año 2020 y estando
presente en la actualidad provocan que esta problemática no disminuya
considerablemente y que las estrategias implementadas por el gobierno parezcan ser
insuficientes.
The objective of this monograph is to address the behavior that Norte de Santander has had with the arrival of the Special Economic and Social Zone - ZESE regime provided for in Law 1955 of 2019, article 268, with respect to labor informality that is a phenomenon that is present throughout Colombia and has greater concentration in that department. To this end, information was collected from statistical data corresponding to the territory, research was provided in books, Internet texts and databases to be able to compare the behavior of informality before and during the validity of the special regime; being the purpose of the ZESE standard to generate formal employment, the legalization of businesses and attract investment to contribute to the improvement of the quality of life of the inhabitants. Once the information has been analyzed, it must be that, with the entry of the ZESE regime in May 2019 to September 2021, 77.27% of the registered companies have been from Norte de Santander, however, high rates of informality continue to be presented in the department, since it is a difficult behavior to eradicate even more with the Covid 19 health emergency presented in Colombia in 2020 and being present today. they cause that this problem does not diminish considerably and that the strategies implemented by the government seem to be insufficient.
