Resumen
Para la elaboración de esta monografía de grado se parte de la siguiente pregunta
problema ¿Cuál es el procedimiento adecuado para realizar el control de legalidad
al acto administrativo que impone sanciones contravencionales motivado por la
detección de infracciones de tránsito mediante la utilización de los SAST en el
distrito de Barranquilla durante los años 2021 y 2022? Teniendo clara la
temporalidad y la ubicación que aborda la investigación, para conseguir una
respuesta apropiada se trazó el objetivo general: Analizar el acto administrativo que
impone sanciones contravencionales motivado por la detección de infracciones de
tránsito mediante la utilización de los SAST. Y con el fin de alcanzar este se
formularon los siguientes objetivos Específicos I) Describir el procedimiento que
sigue la autoridad administrativa para la imposición de sanciones contravencionales
motivadas por la detección de infracciones de tránsito mediante la utilización de los
SAST. 2)Revisar si en los casos de imposición de sanciones contravencionales por
la detección de infracciones de tránsito mediante la utilización de los SAST se aplica
el procedimiento descrito por la autoridad administrativa, descrito en la normatividad
correspondiente. 3)Analizar el control de legalidad a los actos administrativos que
imponen sanciones contravencionales por la detección de infracciones de tránsito
mediante la utilización de los SAST.
For the development of this monograph, the following problem question was raised: What is the appropriate procedure to carry out the legality control of the administrative act that imposes administrative sanctions motivated by the detection of traffic infractions with automatic, semiautomatic systems and other technological means (ASATs) in the district of Barranquilla during the years 2021 and 2022? Having established the temporality and the location of this investigation, in order to reach an appropriate response, the following general and specific objectives were outlined. General objective: to analyze the administrative act that imposes administrative sanctions motivated by the detection of traffic infractions through the use of ASATs. Specific objectives: 1) to describe the procedures followed by the administrative authority for the imposition of administrative sanctions motivated by the detection of traffic infractions through the use of ASATs; 2) to examine whether in cases of imposition of administrative sanctions for the detection of traffic violations through the use of ASATs, the procedure described by the administrative authority and in the corresponding regulations are applied; 3) to analyze the legality control of the administrative acts that impose sanctions for the detection of traffic infractions through the use of the ASATs.
