Resumen
Este ensayo, se funda en el análisis de las centralización político-administrativa de las regiones en Colombia, para el desarrollo urbano, tomando como referente el caso del municipio de Sincelejo, ubicado en el departamento de Sucre. Asimismo, se expone mediante los textos, normativos y jurisprudencia, la posibilidad de la aplicabilidad del concepto de regiones administrativas desarrolladas en el artículo 306 de la constitución política de Colombia y lo establecido en la Ley orgánica de ordenamiento territorial del país, también conocida como LOOT, Ley 1454 de 2011. Esto debido a que se ha venido observando un proceso de centralización, que
imposibilita cada vez más el manejo de recursos en las entidades territoriales. Es decir, cada vez hay más concentración en poder del presidente, acortando la capacidad de gestión de los dirigentes locales, aumentado también la dificultad para sacar adelante los planes y programas de desarrollo a favor de mejorar las condiciones de vida de la población.
This essay is based on the analysis of the political-administrative centralization of the regions in Colombia, for urban development, taking as reference the case of the municipality of Sincelejo, located in the department of Sucre. Likewise, it is exposed through the texts, regulations and jurisprudence, the possibility of the applicability of the concept of administrative regions developed in article 306 of the political constitution of Colombia and what is established in the Organic Law of territorial ordering of the country, also known as LOOT , Law 1454 of 2011. This is due to the fact that a centralization process has been observed, which makes it increasingly impossible to manage resources in territorial entities. In other words, there is more and more concentration in the power of the president, shortening the management capacity of local leaders, also threatening the difficulty of carrying out development plans and programs in favor of improving the living conditions of the population.
