Resumen
El presente trabajo de investigación analiza el impacto de la estrategia de recuperación de espacios contaminados en la ciudad de Barranquilla, con énfasis en la localidad Norte-Centro Histórico. La investigación parte del reconocimiento de que la gestión incorrecta de residuos, constituye un problema de orden ambiental y urbano, que se relaciona con el deterioro del espacio público, proliferación de vectores de contaminación y la disminución de la calidad de vida en los sectores donde se presentan los puntos contaminados.
El marco teórico se apoya en tres elementos importantes. En primer lugar, las teorías ambientales y urbano-espaciales, que contemplan la necesidad de comprender la ciudad como un entorno donde las intervenciones sobre el espacio público, deben comprender variables ecológicas, sociales y urbanísticas que garanticen la sostenibilidad. Segundo, el desarrollo teórico sobre educación y comportamiento ambiental, que resaltan el rol de los procesos de educación y enseñanza en la transformación de comportamientos y surgimiento de la cultura ambiental. Finalmente, se apela a los planteamientos que subrayan la importancia de la participación ciudadana y el liderazgo comunitario, puntualmente el de las Juntas de Acción Comunal, como mediadores entre las autoridades institucionales y la comunidad, con miras a legitimar y sostener los trabajos de recuperación realizados.
La metodología se desarrolló bajo un enfoque mixto, haciendo una combinación de instrumentos cuantitativos y cualitativos. Se aplicaron encuestas a los residentes de los barrios, situados en los alrededores del punto donde se ejecutaron las intervenciones; entrevistas semiestructuradas a funcionarios públicos y líderes sociales; y guías de observación en campo para registrar posibles cambios en los puntos intervenidos. La triangulación de estas fuentes, permitió confrontar los resultados con los marcos teóricos seleccionados, dándole solidez y validez interpretativa a la investigación.
This research analyzes the impact of the strategy for recovering contaminated spaces in the city of Barranquilla, with emphasis on the Norte-Centro Histórico locality. The study begins from the recognition that the inadequate management of solid waste constitutes an environmental and urban problem, directly linked to the deterioration of public space, the proliferation of pollution sources, and a significant decline in the quality of life of affected communities. From this perspective, the recovery of such spaces must be understood as an integral challenge that combines ecological, social, and urban dimensions. The theoretical framework is based on three fundamental components. First, environmental and urban-spatial theories, which conceive the city as a dynamic environment where interventions in public spaces must integrate ecological, social, and urban planning variables in order to guarantee sustainability and resilience. Second, the contributions of environmental education and studies on citizen behavior, which highlight the importance of training and awareness as tools to modify habits and consolidate an environmental culture. Finally, the study considers the approaches that emphasize citizen participation and community leadership, especially the role of neighborhood organizations—particularly the Juntas de Acción Comunal—as mediators between institutions and citizens, legitimizing and sustaining interventions over time. The methodology followed a mixed approach, combining quantitative and qualitative techniques. Surveys were administered to residents of neighborhoods surrounding the critical points addressed; semi-structured interviews were conducted with public officials and community leaders; and field observation guides were applied to record physical and social transformations in the intervention areas. Triangulation of these sources allowed the findings to be contrasted with the selected theoretical frameworks, providing solid and coherent analysis.
