Resumen
La ciudad de Cúcuta, ubicada en la frontera Nororiental de Colombia con la República Bolivariana de Venezuela, ha tenido un rol protagónico a lo largo de su historia en el Estado colombiano, especialmente en lo que tiene que ver con el ámbito comercial. Sin embargo, un aspecto que no se ha tenido en cuenta (o se ha implementado, pero de forma leve) es el relativo al ámbito cultural. En este sentido, el objetivo general planteado en el presente artículo es analizar cuáles son las políticas públicas que se han creado, durante los años 2020-2023, en lo concerniente al desarrollo cultural de la ciudad de Cúcuta, Norte de Santander, Colombia. Para alcanzarlo, la presente investigación se ha posicionado en el paradigma interpretativo. Una de las conclusiones a las que se llegó tiene que ver con la importancia que la cultura tiene para el desarrollo de la región. Sin embargo, se observaron algunos obstáculos que impiden que la implementación de una educación cultural tenga el efecto que inicialmente se ha planteado. Esto, entre otros factores, se debe a que hay poco arraigo en los ciudadanos, circunstancia que se ha originado, entre otras, por aspectos tales como: las altas tasas de desempleo y criminalidad, el empleo subnormal (o informal) y los altos índices de pobreza.
The city of Cucuta, located on the northeastern border of Colombia with the Bolivarian Republic of Venezuela, has played a leading role throughout its history in the Colombian State, especially in relation to the commercial sphere. However, one aspect that has not been taken into account (or has been implemented, but in a mild way) is that related to the cultural sphere. In this sense, the general objective set out in this article is to analyze what public policies have been created, during the years 2020-2023, regarding the cultural development of the city of Cucuta, Norte de Santander, Colombia. To achieve this, this research has been positioned in the interpretive paradigm. One of the conclusions reached has to do with the importance that culture has for the development of the region. However, some obstacles were observed that prevent the implementation of cultural education from having the effect that was initially proposed. This, among other factors, is due to the fact that there is little rootedness among citizens, a circumstance that has originated, among others, by aspects such as: high unemployment and crime rates, subnormal (or informal) employment and high poverty rates.
