Resumen
En Colombia, las Juntas de acción comunal (JAC) han jugado un papel crucial en el crecimiento local y gestión pública. Estas organizaciones surgieron como una respuesta del Estado colombiano para impulsar la organización y colaboración de las comunidades, con el objetivo de mejorar su propio bienestar y desarrollo. Básicamente, las JAC son una herramienta clave para descentralizar el poder y fomentar la participación ciudadana, ayudando a fortalecer la unión social y elevar la calidad de vida en diferentes regiones del país (Asamblea Nacional Constituyente 1991).
Estas juntas se crearon en un momento en que Colombia enfrentaba grandes desafíos de desarrollo y modernización. La idea era motivar a los ciudadanos a que hicieran parte activa en la solución de todos los problemas locales y a colaborar más estrechamente entre sí. En esencia, se buscaba que las comunidades pudieran identificar lo que necesitaban, llevar a cabo proyectos de desarrollo y trabajar de la mano con las autoridades municipales para lograr sus objetivos.
Los objetivos de este trabajo investigativo es dar a conocer que aunque en algunos contextos, las JAC han logrado concretar importantes avances en el desarrollo local, contribuyendo a la mejora de la infraestructura, la seguridad y la cohesión social. En otros casos, sin embargo, se ha demostrado que han presentado desafíos o problemas significativos, tales como la falta de recursos, la corrupción y la participación ciudadana limitada.
In Colombia, the Juntas de Acción Comunal (JAC) have played a crucial role in local growth and public administration. These organizations emerged as a response by the Colombian state to promote community organization and collaboration with the goal of improving their own welfare and development. Essentially, JACs are a key tool for decentralizing power and fostering citizen participation, helping to strengthen social cohesion and elevate the quality of life in different regions of the country (Asamblea Nacional Constituyente 1991). These committees were created at a time when Colombia faced significant challenges in development and modernization. The idea was to motivate citizens to actively participate in solving local problems and to collaborate more closely with each other. Essentially, the aim was for communities to identify their needs, carry out development projects, and work hand in hand with municipal authorities to achieve their goals. The objectives of this research work are to demonstrate that, although in some contexts, JACs have achieved significant progress in local development, contributing to improvements in infrastructure, security, and social cohesion, in other cases, they have faced significant challenges or problems such as lack of resources, corruption, and limited citizen participation.
