Resumen
La gestión de recursos financieros y materiales en los centros de salud a nivel mundial se ha
consolidado como un componente estratégico fundamental para garantizar la sostenibilidad
operativa y la calidad en la atención médica. La correcta administración de estos recursos
tiene un impacto directo en el bienestar de la población, la eficiencia de las instituciones
sanitarias y el acceso equitativo a los servicios de salud. En este contexto, el presente análisis
se centra en las estrategias administrativas dirigidas a optimizar los recursos de las Empresas
Sociales del Estado (E.S.E.) en Colombia, identificando buenas prácticas, herramientas
metodológicas como Lean Six Sigma, y ejemplos reales que demuestran que las limitaciones
pueden transformarse en oportunidades mediante líneas de acción concretas. La disciplina
administrativa, que ha evolucionado a lo largo de la historia, se ha convertido en un puente
entre organización, bienestar colectivo y permanencia cultural, aplicable en todo el mundo,
incluyendo el sector salud. La gestión administrativa en salud es una ciencia social y técnica
que involucra la planificación, organización, dirección y control de los recursos en
instituciones sanitarias. Su objetivo principal es garantizar atención médica de calidad
mediante procesos eficientes y bien coordinados. Para ello, es imprescindible gestionar
adecuadamente recursos humanos, financieros, materiales, tecnológicos e intangibles. Los
recursos humanos comprenden al personal médico, de apoyo y administrativo, cuya correcta
gestión en turnos y capacitación es vital para un funcionamiento armónico. Los recursos
financieros, que incluyen ingresos, gastos y subsidios, deben administrarse con precisión para
sostener la operación. Los recursos materiales abarcan equipos médicos, insumos y
mobiliario, mientras que los tecnológicos incluyen sistemas de información y herramientas
digitales que facilitan la gestión y la telemedicina
The management of financial and material resources in healthcare centers worldwide has established itself as a fundamental strategic component for ensuring operational sustainability and quality in healthcare. Proper management of these resources has a direct impact on the well-being of the population, the efficiency of healthcare institutions, and equitable access to healthcare services. In this context, this analysis focuses on administrative strategies aimed at optimizing the resources of State Social Enterprises (SSE) in Colombia, identifying best practices, methodological tools such as Lean Six Sigma, and real-life examples that demonstrate how limitations can be transformed into opportunities through concrete courses of action. The administrative discipline, which has evolved throughout history, has become a bridge between organization, collective well-being, and cultural permanence, applicable worldwide, including in the healthcare sector. Administrative management in healthcare is a social and technical science that involves the planning, organization, direction, and control of resources in healthcare institutions. Its main objective is to guarantee quality medical care through efficient and well-coordinated processes. To achieve this, it is essential to properly manage human, financial, material, technological, and intangible resources. Human resources include medical, support, and administrative staff, whose proper shift management and training are vital for smooth operations. Financial resources, which include income, expenses, and subsidies, must be managed precisely to sustain operations. Material resources include medical equipment, supplies, and furniture, while technological resources include information systems and digital tools that facilitate management and telemedicine.
