Resumen
El ensayo investigativo analiza la participación ciudadana en las gestiones públicas del sistema de salud colombiano, destacando las limitaciones del marco normativo vigente y proponiendo mejoras. Su objetivo principal es revisar teóricamente y normativamente las disposiciones legales relacionadas con la participación ciudadana, identificando barreras y aportes para recomendar cambios normativos que fortalezcan su efectividad. La metodología empleada se basa en un enfoque cualitativo y fenomenológico, utilizando análisis teórico y normativo para comprender los procesos desde una perspectiva social y contextual. Entre los principales resultados, se evidenció que aunque existen mecanismos de participación, estos presentan barreras administrativas, centralización y falta de capacitación ciudadana, lo que limita su incidencia en la toma de decisiones. Además, se identificó un incremento en el uso de acciones de tutela y PQRS debido a deficiencias estructurales del sistema. Las conclusiones resaltan la desconexión entre la normativa y su aplicación, subrayando la necesidad de reformas claras y accesibles que promuevan un modelo de cogestión entre ciudadanos e instituciones, fortaleciendo la confianza y efectividad del sistema de salud. Este estudio enfatiza la importancia de un sistema participativo para responder adecuadamente a las necesidades de la población.
The document examines citizen participation in the public management of Colombia's healthcare system, highlighting the limitations of the current regulatory framework and proposing improvements. Its main objective is to theoretically and normatively review the legal provisions related to citizen participation, identifying barriers and contributions to recommend regulatory changes that enhance its effectiveness. The methodology is based on a qualitative and phenomenological approach, employing theoretical and normative analysis to understand these processes from a social and contextual perspective. Among the main findings, it was observed that, although participation mechanisms exist, they face administrative barriers, centralization, and a lack of citizen training, limiting their impact on decision-making. Furthermore, an increase in the use of legal actions and complaints (PQRS) was identified due to structural deficiencies in the system. The conclusions highlight the disconnect between regulations and their implementation, underscoring the need for clear and accessible reforms that promote a co-management model between citizens and institutions, thereby strengthening trust and the healthcare system's effectiveness. This study emphasizes the importance of a participatory system to adequately address the population's needs.
