This study analyzes women's leadership in community action in Villa del Rosario, Norte de Santander, and the sociocultural, economic and political barriers that limit their empowerment. Despite advances in gender equity, patriarchal structures that hinder women's access to decision-making spaces persist. Through a qualitative approach with case studies and interviews, factors that influence their participation and strategies to overcome obstacles are identified. It is evident that female leadership is key for local development, as it strengthens the social fabric and the resolution of community problems. The main barriers include gender stereotypes, lack of credibility, community resistance, lack of institutional support and economic limitations. In addition, the double workload represents a significant challenge. Factors such as support networks, leadership training and sisterhood have boosted their empowerment. Strategies to promote their participation include training, support groups and visibility of achievements. Theoretically, it is based on Nussbaum's capabilities approach and Parella's transformative leadership, which emphasize equity in local politics. The study highlights the importance of public policies that facilitate access to resources and reduce the domestic burden. It concludes that female leadership strengthens social cohesion and community progress, recommending training, support networks and co-responsibility in the home. It is emphasized that gender equity in community action benefits the entire community, promoting inclusive and sustainable development
