Educational institutions for work and human development (EIWHD) play a fundamental role in the growth and improvement of the quality of life of young people seeking to train, update, and complement their knowledge through the certification of occupational skills that will enable them to thrive in the job market. Thus, EIWHD contribute to the achievement of fair, productive, and equitable societies. Therefore, this work seeks to design a model that allows measuring the competitiveness of EIWHD in the department of Atlántico, Colombia, based on their technological capacity to contribute to monitoring sustainability conditions in changing environments. The literature review involved formulating search equations to gather existing information in this field. Likewise, an instrument was applied to 60 managers of these types of institutions to understand and analyze their levels of competitiveness and technological capacity and determine how the fusion of these variables impacts their positioning. For the competitiveness variable, the instrument indicated a positive perception of the quality and satisfaction of the service provided and the promotion of a service culture. On the other hand, for the technological capacity variable, specific weaknesses were evidenced in the dimension of organizational learning, which translates into liesmitationsto ca to stay at the forefront of technological and pedagogical advances, a fact that affects long-term competitiveness. Finally, it is shown that the relationship between adaptability and technological infrastructure is significant, within the competitive environment where technology and the speed of appropriation and assimilation is constant, for this the essential objective in this type of institutions has been the technological innovation promoted by the adaptability of the same in the teaching-learning processes, in the administrative processes, student recruitment, registration and financial control, among others.
