Resumen
Según el objetivo general, el analizar la forma en que la administración municipal garantiza la protección de los animales en condición de condición de calle de Cúcuta, en el periodo 2020-2023, se desarrolló el paradigma dialéctico, donde se comprendió las leyes que protegen a los animales y lo establecido en el Plan Municipal de Desarrollo de Cúcuta. Como resultado tenemos dos momentos; exponer cual es la exigencia legal y las propuestas por la alcaldía municipal; el segundo es contrastarlo para decantar qué parámetro se cumplió. Se concluye que
pese a existir leyes que protegen a los animales en condición de calle, se evidenció que la municipalidad no cumplió con lo que se propone en el P.M.D.
According to the general objective analyze how the municipal administration guarantees the protection of the fundamental rights of stray animals in Cúcuta during the period 2020-2023, the dialectical paradigm was developed. This paradigm involved understanding the laws that protect animals and what is established in the Municipal Development Plan of Cúcuta. As a result, we have two phases: first, to present the legal requirements and the proposals by the municipal administration; second, to compare these in order to determine which parameters were met. It is concluded that despite the existence of laws protecting stray animals, it was evident that the municipality did not fulfill the proposals outlined in the Municipal Development Plan.
