Resumen
El artículo presenta una ilustración de la realidad latente de nuestros
conciudadanos desplazados y victimas de la violencia en la región del Catatumbo,
así como se revictimizan cuando colocan fecha de caducidad a la reclamación de
sus derechos, en vez de ser elevados a la categoria de lesa humanidad, lo cual les
permitiria vigencia de restitución. También abordamos esta problemática desde la
luz de la Corte Penal Internacional, y la normativa colombiana, en observancia de
un fenomeno que lejos de desaparecer con la firma de paz de la Habana, sigue
estando vigente en la comunidad del Catatumbo, al noreste colombiano. Donde no
hay dolientes para las victimas solo literatura normativa que les otorga unos
beneficios tardios, y ni las curules pactadas en la JEP, han sido llevadas a la
realidad. Se comprende de todo lo anterior que si el gobierno nacional no hace
inversión social, este flagelo continuará por muchos años más, la peor parte la
sufre la población civil a merced de los grupos armados de izquierda y derecha.
The article presents an illustration of the latent reality of our displaced citizens and victims of violence in the Catatumbo region, as well as when they put an expiration date on the claim of their rights, instead of being elevated to the category of lesa. humanity, which would allow restitution validity. We also approach this problem from the light of the International Criminal Court, and Colombian regulations, in observance of a phenomenon that far from disappearing with the signing of the peace agreement in Havana, continues to be in force in the community of Catatumbo, northeast Colombia. Where there are no mourners for victims, only normative literature that gives them late benefits, and not even the seats agreed in the JEP have been brought to reality. It is understood from all the above that if the national government does not make social investment, this scourge will continue for many more years, the worst part is suffered by the civilian population at the mercy of the armed groups of left and right.
