Resumen
La Ley 2166 de 2021 promovió un sistema integral de coordinación del desarrollo
territorial al exigir que los planes de desarrollo a nivel departamental y municipal se
articulen con los Planes Estratégicos de Desarrollo Comunal y Comunitario (PEDCC)
propuestos por las Organizaciones de Acción Comunal (OAC). Sin embargo, los líderes
locales enfrentan dificultades debido a la falta de conocimientos técnicos para participar
en este proceso democrático. Una consultoría en Cúcuta se enfocó en crear herramientas
pedagógicas para fortalecer la formulación de PEDCC por parte de las OAC y mejorar su
participación en la articulación con el Plan de Desarrollo Municipal (PDM).
La consultoría se basó en una metodología proyectiva, derivada del paradigma holístico,
con un diseño mixto, multivariable y longitudinal. Se construyeron las herramientas de
manera participativa con líderes comunitarios y en alianza con el programa de formación
Legado 20250, orientado por la Fundación Parcomún y la Alcaldía de Cúcuta. Se detectó
una falta de información técnica y jurídica entre los líderes comunitarios al formular sus
PEDCC.
La Caja de Herramientas Pedagógicas diseñada ofrece indicaciones accesibles sobre la
ley 2166, la participación comunal en la formulación de PEDCC, y recursos sobre
estructura, derechos de petición y acciones de tutela. Las herramientas fueron validadas
por líderes y expertos, lo que destaca la importancia del empoderamiento ciudadano para
la democracia participativa y la gobernanza efectiva. Es fundamental que los entes
territoriales promuevan el empoderamiento ciudadano para garantizar la legitimidad de
las acciones de gobierno y continuar ejecutando iniciativas en beneficio del interés
general.

The designed Pedagogical Toolbox offers accessible indications on Law 2166, community participation in the formulation of PEDCC, and resources on structure, petition rights and guardianship actions. The tools were validated by leaders and experts, highlighting the importance of citizen empowerment for participatory democracy and effective governance. It is essential that territorial entities promote citizen empowerment to guarantee the legitimacy of government actions and continue executing initiatives to benefit the general interest.
