Resumen
La Península caribeña de La Guajira (norte de Colombia) se caracteriza por ser
una zona semi desértica, ancestralmente habitada por la etnia Wayúu que han
sobrevivido por más cinco (V)siglos desde el momento de la Colonia en medio de un
escenario de escasez de agua. Sin embargo, en la actualidad los problemas asociados
a los pocos espacios de diálogos sociales entre los actores vinculados a la gestión
hídrica que, sumando a los efectos del clima cambiante,ha dificultado la administración
del agua.
Este trabajo investigativo tiene como objeto analizar la gobernanza del agua en el
manejopor las comunidades indígenas Wayúu en el municipio de Manaure, La Guajira.
Fundamentadosen la metodología socio crítica que a su vez fue dinamizada por la
investigación acción (IA), y labúsqueda de una complementariedad de instrumentos
aplicados, logrando así explicar el manejodel agua desde la etnia. Entre los resultados
de la tesis se evidencio una serie de limitaciones enrelación con el desconocimiento
teórico, práctico y jurídicos suficientes que adolecen sus miembros de la comunidad
Wayúu para tomar decisiones conscientes y de sus consecuencias frente a la
gobernanza del agua, que sumando al acompañamiento tangencial de las instituciones
en los diferentes niveles , acorde a las competencia en materia de agua propician un
ambiente de debilidad para la articulación sostenible de las políticas, estrategias y
mecanismo de coordinación ,administración y gestión en los territorios.
Finamente se logró una identificación, categorización e interpretación detallada
de las dimensiones que estructuran la gobernanza del agua, más la construcción
conjunta de líneas estratégicas que permitieron dar inicio a un ambiente de reflexión -
acción - transformación social con las comunidades Wayúu en el municipio caribeño de
Manaure
The Caribbean Peninsula of La Guajira (northern Colombia) is characterized by being a semi-desert area, ancestrally inhabited by the Wayúu ethnic group that have survived for more than five (V) centuries since the time of the Colony in the midst of a scenario of scarcity of water.However, currently associated with the few spaces for social dialogue between the actors linkedto water management, which, added to the effects of the changing climate, has made water administration difficult. This investigative work aims to analyze the governance of water in the management by Wayúu indigenous communities in the municipality of Manaure, La Guajira. Based on the socio- critical methodology that in turn was dynamized by action research (AI), and the search for a complementarity of applied instruments, thus managing to explain water management from the ethnic group. Among the results of the thesis, a series of limitations is evident in relation to the theoretical, practical and legal knowledge that its members of the Wayúu community lack to make conscious decisions and their consequences regarding water governance, which adding to the accompaniment The tangential nature of the institutions at different levels, according to the competencies in water matters, fosters an environment of weakness for the articulation of policies,strategies, and a sustainable mechanism for coordination, administration, and management in theterritories. Finally, a detailed identification, categorization and interpretation of the dimensions that structure water governance was developed, plus the joint construction of strategic lines that allowed the initiation of an environment of reflection - action - social transformation with the Wayúu communities in the Caribbean municipality of Manaure
