Resumen
La planeación es esencial para el desarrollo de la administración pública y la gerencia social en Colombia, particularmente a través de los planes de desarrollo municipal y los planes de ordenamiento territorial. Estos documentos son cruciales para delinear objetivos y estrategias de gobierno, pero están sujetos a los vaivenes políticos del momento, lo que puede afectar su ejecución total y la continuidad de las políticas públicas. Este artículo compara los planes de desarrollo municipales de Cúcuta para los periodos 2020-2023 y 2024-2027, empleando una metodología cualitativa con diseño documental. Se observa que, aunque ambos planes buscan mejorar la calidad de vida de los ciudadanos, difieren en sus enfoques y prioridades. El plan 2020-2023 se centró en la salud pública y la prevención debido a la pandemia de COVID-19, mientras que el plan 2024-2027 pone énfasis en la seguridad, en respuesta a problemas recientes en este ámbito. Ambos planes coinciden en la importancia de la educación y la inclusión social, aunque con enfoques diferentes. También resaltan la relevancia del sector rural y el turismo como motores económicos, destacando la necesidad de un entorno seguro para su desarrollo. En resumen, a pesar de las diferencias, ambos documentos comparten el objetivo de mejorar la calidad de vida, adaptándose a las necesidades cambiantes de la comunidad y buscando promover un desarrollo sostenible y equitativo. un desarrollo sostenible y equitativo.
Planning is essential for the development of public administration and social management in Colombia, particularly through municipal development plans and territorial planning plans. These documents are crucial for outlining government objectives and strategies, but they are subject to the political fluctuations of the moment, which can affect their full implementation and the continuity of public policies.This article compares the municipal development plans of Cúcuta for the periods 2020-2023 and 2024-2027, employing a qualitative methodology with a documentary design. It is observed that, although both plans aim to improve the quality of life of citizens, they differ in their approaches and priorities. The 2020-2023 plan focused on public health and prevention due to the COVID-19 pandemic, while the 2024-2027 plan emphasizes security in response to recent issues in this area.Both plans agree on the importance of education and social inclusion, albeit with different approaches. They also highlight the relevance of the rural sector and tourism as economic drivers, emphasizing the need for a safe environment for their development. In summary, despite their differences, both documents share the objective of improving the quality of life, adapting to the changing needs of the community, and seeking to promote sustainable and equitable development.
