Análisis comparativo de los indicadores de los planes de desarrollo del municipio de los patios de las vigencias 2016-2019 y 2020-2023

Resumen
El municipio de Los Patios se encuentra ubicado en el departamento de Norte de Santander y hace parte de la denominada Área Metropolitana de Cúcuta. Esta población ha venido vivenciando un crecimiento considerable durante los últimos 10 años. En este orden de ideas, el presente artículo pretende analizar, desde un punto de vista comparativo, los indicadores de los planes de desarrollo del municipio de Los Patios de las vigencias 2016-2019 y 2020-2023. Para lograr el objetivo propuesto, se usará el paradigma interpretativo. De otra parte, en lo que tiene que ver con el enfoque, se utilizará el cualitativo. En cuanto al diseño de investigación se ha decidido por implementar el ex post facto, también llamado no experimental. En lo concerniente a los resultados obtenidos, en lo concerniente a la vigencia 2016 – 2019, la administración municipal se vio en la necesidad de hacer una serie de modificaciones a las metas establecidas en el plan de desarrollo; por otro lado, en lo que tiene que ver con el período 2020 – 2023, se halló un avance relevante en cuanto al sistema de control interno, en lo que tiene que ver con el cumplimiento de los objetivos que se han establecido por parte del ente territorial. En cuanto a las conclusiones, se detallaron ciertos avances representativos de la gestión municipal. Empero, se encontraron unas áreas de medida, por ejemplo, en lo concerniente con la cultura y el medio ambiente.
The municipality of Los Patios is located in the department of Norte de Santander and is part of the so-called Metropolitan Area of Cucuta. In this order of ideas, this article aims to analyze, from a comparative point of view, the indicators of the development plans of the municipality of Los Patios for the periods 2016-2019 and 2020-2023. To achieve the proposed objective, the interpretive paradigm will be used. On the other hand, regarding the approach, the qualitative approach will be used. Regarding the research design, it was decided to implement the ex post facto, also called non-experimental. Regarding the results obtained, regarding the period 2016 – 2019, the municipal administration saw the need to make a series of modifications to the goals established in the development plan; On the other hand, in what has to do with the period 2020 – 2023, relevant progress was found in terms of the internal control system, in what has to do with the fulfillment of the objectives that have been established by the entity. territorial. Regarding the conclusions, certain representative advances of municipal management were detailed. However, some areas of measurement were found, for example, regarding culture and the environment.
