Resumen
El Acuerdo de Escazú fomenta la transparencia en la contratación pública
colombiana mediante el acceso a la información ambiental y la promoción de la
rendición de cuentas, lo cual incrementa la supervisión pública. A través de la
divulgación de datos antes reservados, especialmente en comunidades vulnerables,
el acuerdo permite una participación informada y ayuda a prevenir conflictos
ambientales. Además, impulsa la sostenibilidad en la contratación pública mediante
la inclusión de criterios ambientales, promoviendo proyectos alineados con la
Agenda 2030 y los Objetivos de Desarrollo Sostenible. Finalmente, el acuerdo
subraya la inclusión de comunidades étnicas en decisiones que afectan sus
territorios, fortaleciendo la democracia participativa y el respeto a los derechos
culturales.
El Acuerdo de Escazú representa un avance importante en la protección ambiental
y el fortalecimiento de la democracia participativa en Colombia, promoviendo la
transparencia en la contratación pública y la sostenibilidad en la toma de decisiones
que impactan el entorno. Si bien el tratado cuenta con detractores que señalan sus
posibles efectos económicos y desafíos en su implementación, su enfoque en la
justicia ambiental y el respeto a los derechos de las comunidades étnicas y rurales
ofrece una oportunidad para una contratación pública más equitativa y sostenible en
el país.
The Escazú Agreement promotes transparency in Colombian public contracting by mandating access to environmental information and encouraging accountability, thus increasing public oversight. Through the release of previously restricted data, especially in vulnerable communities, the agreement enables informed participation and helps prevent environmental conflicts. Furthermore, it drives sustainability in public contracting by incorporating environmental criteria, supporting projects aligned with the 2030 Agenda and the Sustainable Development Goals. Finally, the agreement emphasizes the inclusion of ethnic communities in decisions that impact their territories, strengthening participatory democracy and respect for cultural rights.
