Resumen
En el presente articulo abordamos como la pandemia de Covid-19 ha tenido un profundo impacto en todas las sociedades. Las naciones y los gobiernos no están excluidos, pero en un entorno caracterizado por dinámicas, incógnitas y cambios contingentes. La transformación en el rol y extensión del Estado que comenzó hace varios años se ha intensificado, y el Poder Ejecutivo se adaptó a condiciones de alta inestabilidad: cambios en los roles económicos y políticos, rápida reformulación de enfoques, nuevas demandas, reformulación de políticas y relaciones sociales. Dos cuestiones centrales surgen en este escenario. El primero es descriptivo, sobre la transformación de estados y administraciones en entornos inseguros, complejos y contingentes. En segundo lugar, en cuanto a la naturaleza de los conceptos-metodología, se adquirió y aplico conceptos y lógicas capaces de dialogar interdisciplinarmente, con la suficiente aplicabilidad para describir esa complejidad. En tal sentido y tras dicho análisis se trata de dar respuesta el interrogante ¿Cómo el estado y su administración pública influyo después de las contingencias creadas por el COVID 19? En este contexto, la administración pública, como elemento central del Estado, asume paulatinamente las funciones y atribuciones del Poder Ejecutivo y por tanto le correspondió la ejecución de normas especiales, la concesión y gestión de servicios, la ejecución de tareas con normas de la intervención y concesión de licencias, el trabajo se direccionó a una investigación de tipo cualitativa, se menciona que los instrumentos de recolección aplicados a la presente investigación son documentales
In this article we address how the Covid-19 pandemic has had a profound impact on all societies. Nations and governments are not excluded, but in an environment characterized by dynamics, unknowns and contingent changes. The transformation in the role and extent of the State that began several years ago has intensified, and the Executive Branch has adapted to highly unstable conditions: changes in economic and political roles, rapid reformulation of approaches, new demands, reformulation of policies and social relations. Two central issues emerge in this scenario. The first is descriptive, about the transformation of states and administrations in insecure, complex and contingent environments. Secondly, regarding the nature of the concepts-methodology, concepts and logics capable of interdisciplinary dialogue were acquired and applied, with sufficient applicability to describe this complexity. In this sense, and following this analysis, the aim is to answer the question "How did the state and its public administration influence after the contingencies created by COVID 19? In this context, the public administration, as a central element of the State, gradually assumes the functions and attributions of the Executive Power and therefore corresponded to it the execution of special rules, the concession and management of services, the execution of tasks with intervention and licensing rules, the work was directed to a qualitative type of research, it is mentioned that the collection instruments applied to the present research are documentary.
