Eficacia del decreto No. 0067 de 2021 emanado por la secretaría de salud distrital de Barranquilla en el primer semestre del año 2021 en relación con la mitigación del Covid-19

Resumen
A raíz del nacimiento de la emergencia ocasionada por el COVID-19 (Coronavirus), la Secretaría de Salud Distrital de Barranquilla profirió a través del Decreto No. 0067 de 2021, “Por el cual se declara la alerta roja en el Distrito Especial, Industrial y Portuario de Barranquilla para mitigar los efectos de la pandemia por el coronavirus Covid-19 y se dictan otras disposiciones” declaró las medidas de mitigación y contención del Covid-1, implementando políticas públicas, estrategias y programas descritas en Resoluciones y Circulares para salvaguardar la vida de los ciudadanos.
Es importante señalar, que protocolos ya planteados para enfermedades respiratorias agudas fueron fundamentales para la mitigación del COVID -19, ya que ante el desconocimiento de la enfermedad fueron las primeras herramientas y/o estrategias utilizadas en las Instituciones Prestadoras de Servicios de Salud, las
cuales fueron retomadas por el Decreto No 0067 de 2021 y aquellas que tal vez eran opcionales se volvieron de obligatorio cumplimiento.
Así mismo, los seguimientos y reportes diarios solicitados por la Secretaría de Salud Distrital permitieron a la entidad ejercer un mayor control de la capacidad instalaciones y las afecciones más relevantes en la población hospitalizada, ya que la estadística hospitalaria permite determinar oportunamente planes de choque para la atención y mitigaciones de los efectos colaterales del COVID -19.
As a result of the birth of the emergency caused by COVID-19 (Coronavirus), the District Health Secretariat of Barranquilla issued through Decree No. 0067 of 2021, "By which the red alert is declared in the Special District, Industrial and Portuario de Barranquilla to mitigate the effects of the pandemic due to the Covid-19 coronavirus and other provisions are issued” declared the mitigation and containment measures for Covid-1, implementing public policies, strategies and programs described in Resolutions and Circulars to safeguard the citizens' lives. It is important to point out that protocols already proposed for acute respiratory diseases were fundamental for the mitigation of COVID -19, since given the lack of knowledge of the disease, they were the first tools and/or strategies used in the Institutions that Provide Health Services, which they were taken up by Decree No. 0067 of 2021 and those that were perhaps optional became mandatory. Likewise, the daily monitoring and reports requested by the District Health Secretariat allowed the entity to exercise greater control over the capacity of the facilities and the most relevant conditions in the hospitalized population, since hospital statistics allow timely determination of emergency plans for the care and mitigation of the collateral effects of COVID -19.
