Resumen
Uno de los principales desafíos que recurrentemente debe enfrentar el Estado
colombiano tiene que ver con el manejo de recursos públicos; en este sentido, cabe
resaltar que los niveles de corrupción que se presentan a nivel institucional son elevados,
a tal punto de que, para el año 2022, Colombia se ubicó en el puesto 91 de 180 países
evaluados, en lo concerniente con el Índice de Percepción de la Corrupción. En este
orden de ideas, el departamento de Norte de Santander se ubicó en el puesto 21, a nivel
nacional, con relación al número de denuncias asociadas a actos de corrupción sin una
condena en firme, con un porcentaje del 94,6 % de éstas frente al total de denuncias por
conductas delictivas de dicha naturaleza, según una medición que realizó el
Departamento Administrativo de la Presidencia de la República – DAPRE, concerniente
con la actuación de la justicia frente a los delitos contra la administración pública. En este
contexto, el objetivo de la presente consultoría es realizar un diagnóstico de la JAC del
barrio Villas de Las Américas, ubicada en Cúcuta, Colombia, sobre el control social de
los recursos públicos para el fortalecimiento de su participación democrática. En el
aspecto metodológico, se desarrolló una consultoría de alcance descriptivo con enfoque
mixto. A manera de recomendaciones, se establecieron sugerencias direccionadas en 4
aspectos esenciales: el plan estratégico y operativo, las auditorías internas, las alianzas
estratégicas y la participación activa de la comunidad de la JAC del barrio en mención.

In this context, the objective of this consultancy is to carry out a diagnosis of the JAC of the Villas de Las Americas neighborhood, located in Cucuta, Colombia, on the social control of public resources to strengthen its democratic participation. As recommendations, suggestions were established aimed at 4 essential aspects: the strategic and operational plan, internal audits, strategic alliances and the active participation of the JAC community of the neighborhood in question.
