| dc.description.abstract | Colombia ha sido situado como el segundo país con mayor biodiversidad en el mundo, hace parte de las naciones que están interesadas en salvaguardar los ecosistemas, los páramos, los cuales son considerados de suma importancia, debido a que son necesarios para la pervivencia de las especies. Dentro de ello, estuvo inmersa la intervención de sectores económicos e industriales en los ecosistemas de páramos en el territorio, las actividades mineras de hidrocarburos que generaron discusiones acerca de la necesidad de proteger este tipo de hábitat natural, ya que repercuten ambiental, social, política y en el desarrollo y avance del país por estar enmarcadas en el postconflicto y fenómenos de cambio climático que inciden local y globalmente. El objetivo general fue analizar la efectividad del marco normativo el cual aporta la protección al páramo de Santurbán, el cual generó una perspectiva técnica de la situación real en los páramos, desarrollándose en función de un paradigma exploratorio y un tipo de investigación cualitativo de acuerdo a su diseño analítico secuencial. Como resultado se logró enmarcar tres momentos de desarrollo en los cuales se dio mayor claridad de la protección por parte del estado y la intervención masiva de los ambientalistas como sujetos de mayor relevancia por incentivar el reconocimiento de los intereses colectivos de las comunidades. Es posible concluir que existe una precaria protección estatal en el páramo de Santurbán debido al aprovechamiento de las multinacionales que se lucran económicamente sin considerar el riesgo que representa el ejercicio de sus actividades. | spa |
| dc.description.abstract | Colombia has been ranked as the second country with the greatest biodiversity in the world, it is part of the nations that are interested in safeguarding the ecosystems, the moors, which are considered of utmost importance, because they are necessary for the survival of the species. . Within this, the intervention of economic and industrial sectors in the moorland ecosystems in the territory was immersed, the hydrocarbon mining activities that generated discussions about the need to protect this type of natural habitat, since they have environmental, social, political repercussions. and in the development and progress of the country for being framed in the post-conflict and climate change phenomena that affect locally and globally. The general objective was to analyze the effectiveness of the regulatory framework which provides protection to the Santurbán páramo, which generated a technical perspective of the real situation in the páramos, developing based on an exploratory paradigm and a type of qualitative research according to its sequential analytic design. As a result, it was possible to frame three moments of development in which greater clarity was given to the protection by the state and the massive intervention of environmentalists as subjects of greater relevance for encouraging the recognition of the collective interests of the communities. It is possible to conclude that there is a precarious state protection in the Santurbán páramo due to the use of multinationals that profit economically without considering the risk that the exercise of their activities represents. | eng |
