The coffee subsector in Norte de Santander faces challenges that limit its growth, such as deficiencies in infrastructure, ineffective government programs, and issues with the quality of basic services. These factors impact the region’s economic development and the quality of life of its inhabitants. It is urgent to formulate a strategic plan to address these difficulties and promote sustainable growth. This research aims to design a strategic plan to strengthen the resilience and competitiveness of small coffee businesses, creating an environment conducive to their development. A quantitative approach was adopted through a survey applied to key actors in the subsector and the local community. Aspects such as profitability, liquidity, technology, innovation, competitiveness, market access, and capital structure were analyzed. The data obtained was processed using statistical techniques to identify concerns and growth opportunities. The results revealed challenges that require immediate attention to facilitate the expansion of small businesses. It is concluded that the coffee subsector needs comprehensive intervention. The negative perception of government programs and basic services highlights a gap between the sector’s needs and the available support. The strategic plan must improve employment, training, infrastructure, security, and waste management, providing a solid support framework tailored to the sector’s context.
