La inversión pública y su incidencia en el desarrollo de la actividad agropecuaria en el municipio de Campo de la Cruz - departamento del Atlántico

Resumen
La presente investigación tiene como objetivo central, analizar la incidencia que los gastos de inversión incluidos en los presupuestos públicos tienen sobre el desarrollo de la actividad agropecuaria en el municipio de Campo de la Cruz, sur del Departamento del Atlántico y su impacto en la economía de la entidad territorial.
Para alcanzar este objetivo, se analizarán los planes de desarrollo correspondientes a las vigencias 2012 a 2015 y 2016 a 2019 conociendo las ejecuciones presupuestales de gastos de inversión de las vigencias 2012 a 2018.
Si bien es cierto que todos los municipios en sus planes de desarrollo reconocen que la actividad agropecuaria es importante para mejorar las condiciones económicas de las comunidades, en los presupuestos municipales no se aprecian valores significativos e incluso hay diferencias negativas entre lo que se incluyó en el Plan de Inversiones del Plan de Desarrollo y los valores presupuestados y ejecutados.
Se encontró como principal hallazgo que en el municipio de Campo de la Cruz no se desarrollan actividades de alto impacto en la actividad agropecuaria, que existe una unidad de asistencia agropecuaria, pero se carece de una planificación a mediano y largo plazo lo que se refleja en las bajas áreas de cultivo y producción respectiva.
At this point, the research previously conducted on this subject is presented, in order to contribute to this study. In 1964, the National Administrative Department of Statistics published the National Directory of Agricultural Holdings (Agricultural Census), with a cut-off date of 1960. In this report we find, among other information of interest, the characteristics of the farms by municipality, the use of the land, the harvested area in hectares, and the types of crops. To our surprise, we found that in the municipality of Campo de la Cruz, rice, sesame, cotton, millet, tomato, banana and sugar cane were harvested. We also found the number of cattle, sheep, pigs, goats, horses, mules, donkeys, beehives and poultry. We also appreciate the number of irrigated hectares. Dane (1964) Farm unit: The farm unit is understood to be any extension of land that is used totally or partially for agricultural production. The farm unit may be known by the names of farm, hacienda, orchard, orchard or any other name. (DANE, 1960, p.11). In 1980, the Ministry of Agriculture published the Agricultural Sector Diagnosis of the Atlantic Coast, in which it gives a comprehensive vision of the agricultural structure of the time. The ministry aspired that the planning of the region would be conceived and largely decided through its own organizations, which it considered more effective for the formulation of plans, programs and development projects because of their direct contact with reality and their commitment to the population in the regional destinies. This research used a qualitative methodology. The research also pointed out that the most important thing from the national level was to impart generic guidelines and play a normative technical role, so that the regional agencies, endowed with sufficient autonomy, have the function of advancing diagnoses and elaborating specific plans, programs and projects, with the execution of the latter being subject to the compatibilization that, in concerted negotiations with the central planning agency, guarantees their viability.
