Resumen
Este documento tiene como propósito analizar los resultados de la implementación del
plan integral de seguridad y convivencia ciudadana (en adelante PISCC) del municipio de Cúcuta,
en el período 2020-2021, partiendo de la descripción de las principales problemáticas en
seguridad y convivencia ciudadana identificadas en el PISCC de Cúcuta para el período 2020-
2023, continuando con la determinación del avance que registra la matriz estratégica del sector
seguridad frente a los productos, indicador de producto, y metas a 31 de diciembre de 2021, y,
por último se confrontan los resultados que ha tenido la implementación del PISCC, frente a la
disminución de los delitos de mayor impacto en los años 2020 y 2021 en Cúcuta. La investigación
es de paradigma histórico hermenéutico, con enfoque cualitativo, método deductivo, Y, de
carácter documental, en el cual a través de fuentes primarias y secundarias, y con el apoyo de
fichas de análisis documental y entrevistas estructuradas, se dio desarrollo a lo planteado en los
objetivos específicos. Se concluye que el PISCC de Cúcuta ha tenido un impacto positivo, sin
embargo, debe trabajar en la percepción ciudadana y en estrategias especificas para delitos
recurrentes o con crecimiento.
Se concluye que la implementación del PISCC de Cúcuta, en el período 2020-2021, se ha
dado conforme a lo requerido y considerando siempre los índices estadísticos de los delitos de
mayor impacto, sobre los cuales se planean las intervenciones y acciones, las cuales poco a poco
van arrojando los resultados para mitigar las problemáticas.
The purpose of this document is to analyze the results of the implementation of the comprehensive plan for citizen security and coexistence (hereinafter PISCC) of the municipality of Cúcuta, in the period 2020-2021, based on the description of the main problems in security and citizen coexistence identified. in the PISCC of Cúcuta for the period 2020-2023, continuing with the determination of the progress registered by the strategic matrix of the security sector in relation to the products, product indicator, and goals as of December 31, 2021, and, finally, confront the results that the implementation of the PISCC has had, compared to the decrease in the crimes with the greatest impact in the years 2020 and 2021 in Cúcuta. The research is of a hermeneutical historical paradigm, with a qualitative approach, deductive method, and, of a documentary nature, in which through primary and secondary sources, and with the support of documentary analysis sheets and structured interviews, development was given to what raised in the specific objectives. It is concluded that the Cúcuta PISCC has had a positive impact, however, it must work on citizen perception and on specific strategies for recurrent or growing crimes. It is concluded that the implementation of the PISCC of Cúcuta, in the period 2020-2021, has been given as required and always considering the statistical indices of the crimes with the greatest impact, on which the interventions and actions are planned, which little little by little they are throwing the results to mitigate the problems.
