Prevención e intervención del delito de microtráfico en los entornos escolares que afectan Niños, Niñas y Adolescentes (NNA) en las Instituciones Educativas colombianas

Resumen
Se ha normalizado la expresión en el actuar delictivo del narcotráfico bajo la expresión internacional: “el narcotráfico es el combustible que alimenta los Grupos Armados Organizados (GAO), estructuras criminales que, durante más de tres décadas, con un mayor impacto en el siglo actual, fueron quienes motivaron el apoyo irrestricto que ha recibido Colombia de los Estados Unidos, especialmente desde la década de los 80’s con el surgimiento del Plan Colombia o Plan de Paz para Colombia, y es fruto, precisamente, de la violencia generada por las guerrillas colombianas, caso las Fuerzas Armadas Revolucionarias de Colombia (FARC) y El Ejército de Liberación Nacional (ELN), al igual que el Ejecito de Liberación Popular (EPL). Inicialmente, los esfuerzos por combatir este fenómeno, que ha permeado la sociedad sin discriminar comunidad alguna y, de las cuales, los entornos escolares se han venido convirtiendo en uno de los principales escenarios utilizados por las bandas criminales, hoy de impacto urbano, mediante la instrumentalización de Niños, Niñas y Adolescentes (NNA) que cada vez, a menor edad, se han dejado persuadir por los comercializadores de drogas bajo la modalidad de micro tráfico o comercialización a baja escala, no sólo para el consumo de sustancias psicoactivas (SPA), sino que hoy participan de la comercialización de las mismas, al interior y fuera de los claustros escolares. En consecuencia, es el objetivo del presente ensayo, contextualizar esta problemática que hoy corroe a NNA generando violencia, deserción escolar y otros impactos de tipo psicológico, ante lo cual el actuar de las autoridades viene endureciendo, desde lo jurídico, esta conducta punitiva y sistemáticamente en crecimiento.

Initially, the efforts to combat this phenomenon, which has permeated society without discriminating against any community and, of which, school environments have become one of the main scenarios used by criminal gangs, today with an urban impact, through the instrumentalization of Boys, Girls and Adolescents (NNA) that increasingly, at a younger age, have allowed themselves to be persuaded by drug dealers under the modality of micro-trafficking or small-scale marketing, not only for the consumption of psychoactive substances (SPA), but today they participate in the commercialization of the same, inside and outside the school cloisters. Consequently, it is the objective of this essay, to contextualize this problem that today corrodes NNA generating violence, school desertion and other psychological impacts, before which the actions of the authorities have been hardening, from the legal point of view, this punitive and systematic behavior growing.
