Resumen
RESUMEN
La presente investigación centra su objeto de estudio en el proceso de contratación de profesores OPS aplicado por la Universidad Simón Bolívar, sede Cúcuta; el cual en los últimos años se ha evidenciado como un proceso complejo y engorroso; generando demoras, reprocesos y desgaste de los recursos requeridos para su ejecución. Por ello, la importancia de esta investigación es instaurar una mejora dentro del proceso de mención que será de gran relevancia para la institución y el personal encargado de las diferentes dependencias involucradas, pues facilitará las dinámicas. Para su desarrollo se planteó como objetivo general realizar observaciones sobre el proceso de contratación de profesores OPS para la oficina de Posgrados de la Universidad Simón Bolívar, sede Cúcuta. Así mismo, y con el propósito de dar cumplimiento al objetivo de la investigación, se propusieron tres objetivos específicos, descritos de la siguiente manera: I) Identificar si la Universidad Simón Bolívar, sede Cúcuta, tiene establecido un proceso de contratación de profesores OPS, para la oficina de Posgrados. II) Analizar el proceso de contratación de profesores OPS, para la oficina de Posgrados, que aplica la Universidad Simón Bolívar, sede Cúcuta. III) Determinar cuáles son las etapas del proceso de contratación de profesores OPS, para la oficina de Posgrados, que
presentan la problemática, objeto de esta investigación. En la construir de este estudio, se consultaron antecedentes internacionales, nacionales y locales, que plasmaron la aplicación de una investigación similar en sus respectivas organizaciones y que, a su vez, sirviera como
referencia para desarrollar el presente trabajo. Así mismo, dentro del marco teórico, esta investigación refleja algunos términos con su respectiva definición la definición que le ha dado los diferentes investigadores en su trasegar del campo investigativo. También, aplica el marco contextual, donde se crea la dimensión de la institución en la ciudad de Cúcuta, Norte de Santander, Colombia. La metodología aplicada para este estudio se basó en el paradigma interpretativo el cual se orienta a analizar y describir las vivencias de los actores involucrados; alineado al enfoque cualitativo, porque a través de este se pueden ver los acontecimientos desde la perspectiva de los actores reales dentro del proceso de contracción. Esta investigación se construyó teniendo en cuenta el diseño fenomenológico, esperando que contribuya a realizar observaciones sobre el proceso de contratación. Debido a que la población considerada es muy pequeña, se hizo coincidir la población con la muestra a estudiar, haciendo uso del muestreo intencionado o por conveniencia. Para la consecución del primer objetivo específico, se acudió a la revisión documental institucional, identificando que, para la oficina de Posgrados, existe un procedimiento establecido. Para dar cumplimiento al segundo objetivo específico, se observó que el proceso en mención se divide en 20 etapas, evidenciando que el proceso está formalmente constituido, sin embargo, es extenso y por lo tanto genera retrasos y reprocesos. Para el tercer objetivo específico, se evidenció que, entre sus diferentes etapas, dos de ellas (Etapas 9 y 12) son las que requieren de una reestructuración. Finalmente, dando cumplimiento al objetivo de la investigación, se realizaron observaciones las cuales optimizarían la ejecución y desarrollo del proceso
This research focuses its object of study on the process of hiring professors OPS applied by the Universidad Simón Bolívar, Cúcuta; which in recent years has been shown as a complex and cumbersome process; generating delays, reprocesses and wear of the resources required for its execution. Therefore, the importance of this research is to establish an improvement within the mention process that will be of great relevance for the institution and the personnel in charge of the different departments involved, since it will facilitate the dynamics. For its development, the general objective was to make observations on the process of hiring OPS professors for the Graduate Office of the Universidad Simón Bolívar, Cúcuta. Likewise, and with the purpose of fulfilling the objective of the research, three specific objectives were proposed, described as follows: I) To identify if the Universidad Simón Bolívar, Cúcuta campus, has established a process for hiring OPS professors for the Graduate Office. II) To analyze the hiring process of OPS professors for the Graduate Office, applied by the Universidad Simón Bolívar, Cúcuta. III) To determine which are the stages of the process of hiring OPS professors for the Graduate Office, which present the problems that are the object of this research. In the construction of this study, international, national and local antecedents were consulted, which reflected the application of a similar research in their respective organizations and that, in turn, served as a reference to develop the present work. Likewise, within the theoretical framework, this research reflects some terms with their respective definition, the definition given by different researchers in their research field. It also applies the contextual framework, where the dimension of the institution in the city of Cúcuta, Norte de Santander, Colombia is created. The methodology applied for this study was based on the interpretative paradigm, which is oriented to analyze and describe the experiences of the actors involved; aligned to the qualitative approach, because through this approach it is possible to see the events from the perspective of the real actors within the contraction process. This research was built taking into account the phenomenological design, hoping that it will contribute to make observations about the contracting process. Due to the fact that the population considered is very small, the population was matched with the sample to be studied, making use of purposive or convenience sampling. In order to achieve the first specific objective, an institutional documentary review was carried out, identifying that there is an established procedure for the Graduate Studies office. In order to fulfill the second specific objective, it was observed that the process is divided into 20 stages, showing that the process is formally constituted, however, it is extensive and therefore generates delays and reprocesses. For the third specific objective, it was found that, among its different stages, two of them (Stages 9 and 12) are the ones that require restructuring. Finally, in compliance with the research objective, observations were made that would optimize the execution and development of the process
