Resumen
Se abordan las brechas educativas en la zona rural de Cúcuta mediante la
implementación de un Itinerario Operativo del Plan Especial de Educación Rural y la
resignificación de los proyectos educativos institucionales, con un énfasis en el concepto
de escuela abierta. Los tres objetivos específicos incluyen la creación de una Hoja de
Ruta Virtual de Autogestión Educativa para las Instituciones Educativas Rurales (IER), el
fortalecimiento de un Establecimiento Educativo Rural en colaboración con la Secretaría
de Educación Municipal (SEM) y la provisión de Asistencia Metodológica a la SEM de
Cúcuta para transferir la Hoja de Ruta Virtual de Autogestión Educativa. Se abordan
cuestiones educativas críticas como la baja retención y la deserción escolar, la
desconexión con la realidad local y la falta de alineación con las expectativas de los
Niños, Niñas y Adolescentes (NNAJ), problemas identificados a través de un análisis
detallado utilizando un árbol de problemas. La Hoja de Ruta Virtual de Autogestión
Educativa es una herramienta esencial que proporcionará recursos y guías específicas
para las IER, permitiendo una gestión educativa más efectiva y empoderando a las
comunidades locales. Además, se fortalecerá la colaboración entre las IER y la SEM, y
apoyo metodológico para asegurar una implementación efectiva. Se espera que estas
acciones aumenten la retención de estudiantes, reduzcan la deserción escolar y alineen
la educación con las necesidades y aspiraciones de los NNAJ, contribuyendo a mejorar
el acceso a la educación terciaria y a una mejor calidad de vida para los estudiantes en
la zona rural de Cúcuta.
The consultancy report focuses on addressing educational gaps in the rural area of Cúcuta through the implementation of an Operational Itinerary of the Special Rural Education Plan and the redefinition of institutional educational projects, with an emphasis on the open school concept. The three specific objectives include creating a Virtual Educational Self-Management Roadmap for Rural Educational Institutions (REIs), strengthening a Rural Educational Establishment in collaboration with the Municipal Education Secretariat (SEM), and providing Methodological Assistance to the SEM of Cúcuta to transfer the Virtual Educational Self-Management Roadmap. It aims to address critical educational issues such as low student retention and school dropout, disconnection from the local reality, and misalignment with the expectations of Children, Girls, and Adolescents (CGAs), which were identified through a detailed analysis using a problem tree. The Virtual Educational Self-Management Roadmap is a vital tool that will provide specific resources and guidelines for REIs, enabling more effective educational management and empowering local communities. Furthermore, collaboration between REIs and SEM will be strengthened, and methodological support will be provided to ensure effective implementation. These actions are expected to increase student retention, reduce dropout rates, and align education with the needs and aspirations of CGAs, thereby contributing to improved access to tertiary education and a better quality of life for students in the rural area of Cúcuta.
