Resumen
El propósito del trabajo de grado desarrollado es analizar el marco jurídico/normativo de las
entidades del mar en Colombia; la metodología se ciñe a una investigación de tipo cualitativo,
que se complementa con un estudio exploratorio, un diseño descriptivo y, para la recopilación de
los datos, se desarrolla una revisión documental, utilizando varias fuentes informativas primarias
y secundarias. La conclusión preliminar da cuenta que el poder marítimo cuenta con una
significativa evolución normativa desde 1984 con la implementación del Decreto/Ley 2324, el
cual describe sucintamente las atribuciones y las funciones de la DIMAR. El resultado preliminar
muestra que el mencionado decreto determina el adelanto y fallos de los estudios por las
violaciones de las normativas de marina mercante, la norma de reserva de carga, los siniestros
marítimos y la contaminación del medio ambiente marino y fluvial, entre otras.
The purpose of the degree work developed is to analyze the legal/regulatory evolution of maritime jurisdiction in Colombia; the methodology is based on a qualitative research, which is complemented by an exploratory study, a descriptive design and, to collect the data, a documentary review is developed, using several primary and secondary information sources. The preliminary conclusion shows that the maritime jurisdiction has had extensive regulatory evolution since 1984 with the implementation of Decree-Law 2324, which succinctly describes the powers and functions of the General Maritime Directorate. The preliminary result shows that the aforementioned decree determines the progress and failures of the studies due to violations of merchant marine regulations, cargo reservation regulations, maritime accidents and pollution of the marine and river environment, among others
