Resumen
La propuesta se basó principalmente en los conceptos de la teoría general de sistemas que, integrada con los conceptos de toma de decisiones, gestión de proyectos, gestión de la informacion y marco metodológico las constituyen las bases teóricas sobre las que se fundamenta esta investigación.
Objetivos:
La presente investigación propuso la creación de un marco metodológico como herramienta de apoyo al proceso de toma de decisiones en la gestión de proyectos en las organizaciones y tiene como actividades identificar fundamentos teóricos y epistemológicos asociados a la gestión de la información para la toma de decisiones, caracterizar el proceso de gestión de información en la gestión de proyectos y por ultimo configurar relaciones entre elementos asociados con los procesos de gestión de la información en la gestión de proyectos.
Materiales y Métodos:
El proceso investigativo permitió definir una metodología de trabajo basada en el modelo sistémico estructural ,abordando las diferentes categorías bajo los principios de la teoría general de sistemas y los aportes del enfoque holístico de la investigación, propuesto por Hurtado, J. (2016)
Resultados:
Se propuso un marco metodológico explicado desde el enfoque sistémico (entradas, procesos, salidas y retroalimentación), donde se muestra la toma de decisiones en cada una de las fases de la gestión de proyectos; así como las relaciones internas entre las fases y las relaciones con el entorno a través de diagramas causales.
Conclusiones:
Abordar el marco metodológico desde un enfoque sistémico permitió analizar el sistema como un todo, pero también analizar el funcionamiento de cada una de sus fases además de las relaciones con el medio y con los elementos interiores permitiendo formular una propuesta integradora, que puede servir a cualquier tipo de organización, aprovechando los activos de información que en muchos casos de desechan.
El marco metodológico propuesto permitió en gran medida reducir la brecha epistemológica entre el ser y deber ser del proceso de toma de decisiones en la administración de proyectos, coadyuvando con los procesos administrativos inherentes a este tipo de procesos.
The current proposal was based primarily on the concept of general systems theory which, integrated with the concepts of decision-making, project management, information management and methodological framework, constitute the theoretical basis of this research. Objectives: This research project proposed the creation of a methodological framework as a tool to support the decision-making process in project management of organizations. Activities include the identifying of theoretical and epistemological foundations associated with information management for decision-making, characterizing the information management process in project management, and finally configuring relationships between elements associated with information management processes in project management. Materials and methods: The research process allowed the defining of a methodology based on the structural systemic theory, addressing the different categories under the principles of general systems theory and the contributions of the holistic research approach, proposed by Hurtado (2016) Results: A methodological framework was proposed that was based on the systemic approach (inputs, processes, outputs and feedback), in which decision-making is shown in each of the project management phases, as well as the internal relationships between the phases and the relationships with the environment through causal diagrams. Conclusions: Designing the methodological framework from a systemic approach allowed not only analyzing the system as a whole, but also analyzing the operation of each of its phases in addition to relations with the environment and with the interior elements, allowing the formulation of comprehensive proposal, which can serve any type of organization, taking advantage of the information assets that in many cases are discarded. The proposed methodological framework greatly reduced the epistemological gap between what is and what ought to be of the decision-making process in project management, helping with the administrative processes inherent in this type of procedures.
