Eficacia de las políticas públicas para la protección del derecho al trabajo de los migrantes venezolanos en Barranquilla durante los años 2018 a 2023

Resumen
El devenir histórico muestra como Colombia ha sido receptora de migrantes venezolanos, esto a
raíz de las problemáticas políticas, sociales y económicas que enfrenta Venezuela. Con relación
a ello, Colombia desde su normatividad ha tratado de configurarla para que los migrantes
venezolanos puedan entrar a trabajar teniendo en cuenta su mínimo vital y la protección a demás
derechos fundamentales que internacionalmente se les han reconocido. Para lo anterior, los
autores partieron del objetivo general: Analizar la eficacia de las políticas públicas para la
protección del derecho al trabajo de los migrantes venezolanos en Barranquilla durante los años
2018 a 2023. El artículo se realizó bajo el paradigma histórico hermenéutico ya que se centró en
el análisis e interpretación de la norma y doctrina como fuentes secundarias y como fuentes
primarias los datos de la encuesta provenientes a las respuestas dadas por 50 migrantes
venezolanos de la ciudad de Barranquilla. Las técnicas fueron mixtas, se utilizó el análisis de
texto y la encuesta, el instrumento fue un cuestionario de preguntas, la población objeto de
estudio fueron 50 migrantes venezolanos. Los resultados obtenidos fueron que pese a los
avances que ha tenido Colombia y en la ciudad de Barranquilla en relación con las políticas
públicas los migrantes venezolanos van en aumento y ello ha hecho que no se sientan protegidos
en su derecho al trabajo aseverando así que no están siendo eficaces para contrarrestarse.
The historical evolution shows how Colombia has been a recipient of Venezuelan migrants, this as a result of the political, social and economic problems that Venezuela faces. In relation to this, Colombia, since its regulations, has tried to configure it so that Venezuelan migrants can enter to work taking into account their vital minimum and the protection of other fundamental rights that have been recognized internationally. For the above, the authors started from the general objective: Analyze the effectiveness of public policies for the protection of the right to work of Venezuelan migrants in Barranquilla during the years 2018 to 2023. The article was carried out under the hermeneutic historical paradigm since it was focused on the analysis and interpretation of the norm and doctrine as secondary sources and as primary sources the survey data from the responses given by 50 Venezuelan migrants from the city of Barranquilla. The techniques were mixed, the text analysis and the survey were used, the instrument that was used was a questionnaire of questions, the population under study was 50 Venezuelan migrants. The results obtained were that despite the advances that Colombia and the city of Barranquilla have had in relation to public policies, Venezuelan migrants are increasing and this has meant that they do not feel protected in their right to work, thus asserting that they are not being effective in countering
