Participación institucional y comunitaria en la efectividad de las estrategias de prevención del delito en Cúcuta

Resumen
El propósito de esta investigación fue analizar la influencia de los actores institucionales y comunitarios en la efectividad de las estrategias de prevención del delito en San José de Cúcuta durante el periodo comprendido entre el segundo semestre de 2024 y el primero de 2025. El deterioro de la seguridad ciudadana en el municipio, asociado al aumento del hurto, el microtráfico, la extorsión y los homicidios, ha incrementado la percepción de inseguridad y debilitado la confianza en las instituciones. Con un enfoque cualitativo y un diseño descriptivo-analítico, el estudio empleó una revisión documental organizada en torno a tres ejes: participación institucional, participación comunitaria y efectividad de las estrategias preventivas.
Los hallazgos evidenciaron que, aunque instituciones como la Alcaldía, la Policía Nacional, la Fiscalía y Migración Colombia implementan acciones como patrullajes focalizados, ampliación del sistema de videovigilancia y fortalecimiento logístico, la participación comunitaria continúa siendo limitada. Asimismo, persisten altos niveles de percepción de inseguridad en sectores urbanos de alta concurrencia. Se concluye que la prevención del delito en Cúcuta requiere una mayor articulación entre instituciones y ciudadanía, con el fin de fortalecer la confianza, la convivencia y la sostenibilidad de las estrategias preventivas.
The purpose of this research was to analyze the influence of institutional and community actors on the effectiveness of crime prevention strategies in San José de Cúcuta during the period between the second half of 2024 and the first half of 2025. The deterioration of citizen security in the municipality, associated with the increase in theft, micro-trafficking, extortion, and homicides, has heightened the perception of insecurity and weakened trust in institutions. Using a qualitative approach and a descriptive-analytical design, the study employed a document review organized around three axes: institutional participation, community participation, and the effectiveness of preventive strategies. The findings revealed that, although institutions such as the Mayor's Office, the National Police, the Prosecutor's Office, and Colombia Migration are implementing actions such as targeted patrols, expansion of the video surveillance system, and logistical strengthening, community participation remains limited. Furthermore, high levels of perceived insecurity persist in high-traffic urban areas. It is concluded that crime prevention in Cúcuta requires greater collaboration between institutions and citizens to strengthen trust, community relations, and the sustainability of preventative strategies.
