Resumen
Se estima cerca de 1.2 millones de personas fallecidas causadas por el tránsito en el mundo y para el año 2017 el índice de mortalidad en Colombia fue de 6.718 de los cuales 1.790 muertes a peatones y 7.936 lesionados por la misma causa. El Propósito para el 2021 de la Agencia Nacional de Seguridad Vial es minimizar en un 18% la mortalidad a los peatones involucrados en accidentes de tránsito en Colombia y el propósito para los autores del presente documento es concientizar al lector de la importancia y participación de los usuarios en seguridad vial, la cual se aplica una metodología de corte holística, basada en un enfoque cualitativo que pretende analizar la responsabilidad de los organismos y agentes de tránsito y el comportamiento de los peatones en las vías públicas con base a las fuentes de información y datos estadísticos se obtuvieron del Observatorio Nacional de Seguridad Vial en Colombia y la Organización Mundial de la Salud y del Instituto Nacional de Medicina Legal y Ciencia Forense. Para el cumplimiento de los objetivos, se aplicaron instrumentos de análisis normativo por medio de las disposiciones normativas vigentes en materia de tránsito y transporte y planes estratégicos de seguridad vial e informante clave que brindan como resultados falencias en las acciones y ejecución del Plan Nacional de Seguridad Vial, se denota la ineficaz gestión institucional, el mantenimiento en infraestructura y programas de educación a los asociados del territorio colombiano, es decir, carece de responsabilidad integral por la falta de un sistema estratégico de accesibilidad y sostenibilidad en seguridad vial para todos.

For the fulfillment of the objectives, normative analysis instruments were applied by means of the normative dispositions in force in matter of transit and transport and strategic plans of road safety and key informant that give as results defects in the actions and execution of the National Plan of Security Vial, ineffective institutional management is denoted, the maintenance of infrastructure and education programs for the associates of the Colombian, that is, it lacks integral responsibility for the lack of a strategic system of accessibility and sustainability in road safety for all.
