dc.description.abstractLa presente investigación tiene como objetivo evaluar el impacto de la inversión pública municipal en el sector educación sobre los indicadores sociales del municipio de Baranoa, Atlántico, durante el periodo 2016–2025. La educación constituye un eje estratégico del desarrollo social y económico, por lo que analizar la relación entre el gasto público ejecutado y los resultados obtenidos permite fortalecer la toma de decisiones basada en evidencia en el ámbito local. El estudio adopta un enfoque cuantitativo con diseño longitudinal, utilizando datos secundarios provenientes de fuentes oficiales como el Departamento Administrativo Nacional de Estadística (DANE), el Ministerio de Educación Nacional (MEN), el Instituto Colombiano para la Evaluación de la Educación (ICFES) y los reportes de ejecución presupuestal municipal. La variable independiente corresponde a la inversión pública en educación, medida a través del gasto anual, su participación en el presupuesto total y el gasto per cápita. Las variables dependientes incluyen indicadores sociales asociados al acceso, permanencia y calidad educativa, así como el índice de pobreza multidimensional. Mediante el análisis estadístico de tendencias y la exploración de relaciones entre variables, se busca identificar el grado de asociación entre el esfuerzo fiscal en educación y los cambios observados en los indicadores sociales del municipio. Los resultados esperados permitirán evidenciar la coherencia entre la planificación presupuestal y los efectos sociales generados, aportando elementos técnicos para mejorar la eficiencia del gasto público y fortalecer la gestión orientada a resultados en la administración municipal. Esta investigación contribuye al análisis del gasto público local y su incidencia en el desarrollo social, ofreciendo información relevante para la formulación y evaluación de políticas educativas a nivel territorial.spa
dc.description.abstractThis study analyzes the relationship between municipal public investment in education and the Multidimensional Poverty Index (MPI) in the municipality of Baranoa, Atlántico, Colombia, during the period 2016–2025. The research follows a quantitative, non-experimental, and correlational design, based on the analysis of official financial and statistical data. Budget execution reports and municipal development plans are examined and contrasted with multidimensional poverty statistics published by the Departamento Administrativo Nacional de Estadística (DANE). Descriptive statistics and correlation analysis are applied to identify potential associations between educational public spending and changes in poverty levels. The theoretical framework is grounded in human capital theory and the capability approach, which emphasize education as a fundamental mechanism for social mobility and poverty reduction. The originality of this study lies in its longitudinal municipal-level analysis, integrating financial and social indicators over a ten- year period. The findings aim to provide empirical evidence to support local public policy decision-making and contribute to the academic discussion on the effectiveness of educational investment as a strategy for reducing multidimensional poverty.eng
