Resumen
El presente trabajo tiene como objetivo fundamental analizar el sostenimiento y la autonomía presupuestal, así como financiera de los municipio de sexta categoría, basando en el ordenamiento territorial colombiano, con el que se busca saber que tan dependientes son los municipios mencionados para poder administrar, ejecutar y procesar los recursos necesarios para satisfacer las necesidades de los ciudadanos que habitan en un espacio geográfico determinado, denominado municipio por su longitud y cantidad de habitantes. Metodológicamente se desarrolló bajo un enfoque cualitativo, bajo un diseño descriptivo, analítico, de tipo documental bibliográfico. Dentro de los resultados se obtuvo que desde la creación de la constitución de 1991 son diversos los aspectos que le dieron realce a los municipios, debido a la descentralización territorial, brindándole una serie de beneficios y autonomía para planificar, controlar, dirigir y controlar los recursos que son asignados por el Estado, con la finalidad de poder mejorar el desarrollo económico del municipio y cubrir las necesidades de la sociedad. Como conclusión, se puede decir que en la actualidad los municipios catalogados de sexta categoría debido a los ingresos percibidos y la cantidad de habitante tienen poder autónomo en la toma de decisiones importantes basados en pro del beneficio de sus habitantes, ya que los dirigentes municipales pueden programar, estimar y solicitar cuales son los recursos que necesitan para poder incrementar el desarrollo económico de dicho municipio, con respecto a educación, cultura, religión y cualquier otro elemento indispensables dentro del contexto social.
The main objective of this work is to analyze the sustainability and budgetary autonomy, as well as financial autonomy of the sixth category municipalities, based on the Colombian territorial order, with which it is sought to know how dependent the mentioned municipalities are to be able to administer, execute and process the necessary resources to satisfy the needs of the citizens who live in a specific geographic space, called a municipality because of its length and number of inhabitants. Methodologically, it was developed under a qualitative approach, under a descriptive, analytical, documentary-bibliographic design. Among the results, it was obtained that since the creation of the 1991 constitution, there are various aspects that gave prominence to the municipalities, due to territorial decentralization, providing a series of benefits and autonomy to plan, control, direct and control resources. that are assigned by the State, in order to improve the economic development of the municipality and meet the needs of society. In conclusion, it can be said that currently the municipalities classified in the sixth category due to the income received and the number of inhabitants have autonomous power in making important decisions based on the benefit of their inhabitants, since the municipal leaders can program, estimate and request what are the resources they need to be able to increase the economic development of said municipality, with respect to education, culture, religion and any other essential element within the social context
