Propuesta metodológica para la incorporación de la Ley 2111 de 2021 sobre delitos ambientales en los procesos de formación policial en Colombia

Resumen
El presente proyecto de investigación tiene como propósito identificar los vacíos procedimentales y conceptuales en materia ambiental presentes en el personal de la Policía Nacional de Colombia, especialmente en lo relacionado con la aplicación de la Ley 2111 de 2021 sobre delitos ambientales. A partir de este diagnóstico, se plantea el diseño de una propuesta metodológica orientada al fortalecimiento de las competencias institucionales mediante la incorporación de contenidos ambientales en los programas de formación policial en sus diferentes niveles (oficial, ejecutivo y patrullero).
La investigación se fundamenta en la creciente problemática ambiental del país, caracterizado por su alta biodiversidad y, al mismo tiempo, por el aumento de conductas que atentan contra los recursos naturales. En este contexto, se hace necesario fortalecer la educación ambiental en las instituciones del Estado, particularmente en la Policía Nacional, como entidad encargada de la protección del orden público y el cumplimiento de la normatividad.
La propuesta metodológica incluye el rediseño de contenidos curriculares, estrategias pedagógicas y mecanismos de evaluación que permitan mejorar la comprensión y aplicación de la normatividad ambiental vigente. De esta manera, se busca contribuir a la formación de un talento humano más capacitado, capaz de enfrentar eficazmente los delitos ambientales y promover la conservación del medio ambiente, en concordancia con los principios establecidos en la Constitución Política de Colombia.
The purpose of this research project is to identify the procedural and conceptual gaps in environmental matters present in the personnel of the Colombian National Police, especially in relation to the application of Law 2111 of 2021 on environmental crimes. Based on this diagnosis, the design of a methodological proposal aimed at strengthening institutional competencies through the incorporation of environmental content in police training programs at its different levels (officer, executive and patrolman) is proposed. The research is based on the growing environmental problems of the country, characterized by its high biodiversity and, at the same time, by the increase in behaviors that threaten natural resources. In this context, it is necessary to strengthen environmental education in State institutions, particularly in the National Police, as the entity responsible for the protection of public order and compliance with regulations. The methodological proposal includes the redesign of curricular contents, pedagogical strategies and evaluation mechanisms that improve the understanding and application of current environmental regulations. In this way, it seeks to contribute to the formation of a more qualified human talent, capable of effectively confronting environmental crimes and promoting the conservation of the environment, in accordance with the principles established in the Political Constitution of Colombia.
