Resumen
El presente Artículo dispuso que más allá de identificar una problemática, se busca
identificar las normas con las que cuenta el País Colombiano, y cuales han sido las políticas
públicas desarrolladas para combatir el narcotráfico y el microtráfico, que día a día está
tomado mucha más fuerza, en especial en el Municipio de Cúcuta, arrastrando con todo lo
que encuentra a su paso y dejando evidencia un aumento de homicidios, secuestros,
extorciones, violaciones e incluso el robo e inseguridad a la población residente de los
barrios de la zona metropolitana de Cúcuta. El estudio se desarrolló a partir del marco
Normativo Colombiano, teniendo en cuenta que actualmente nuestro país cuenta en su orden
jurídico las sanciones a los delitos derivados de narcotráfico, mediante la Ley 30 de 1986
conocida como Estatuto Nacional de Estupefacientes (ENE). En el año 2012 El Ejecutivo
presentó al Congreso el planteamiento para una nueva reforma. Es así que el presente artículo
se desarrolló dentro de una metodología de tipo Cuantitativa ya que desde la formulación de
la entrevista se tomó información, además también se consultó algunas fuentes informativas
del tema para tener bases, y aplicando dichas entrevistas a una muestra de la población
objeto, tratando de analizar a conocer la problemática del microtráfico y como el Estado y
la fuerza pública se han vinculado para articular las funciones en pro de la prevención de
este flagelo y así poder analizar la efectividad de las diferentes políticas públicas que se han
venido implementando por parte del Estado.

The study was developed from the Colombian Regulatory framework, taking into account that currently our country has in its legal order the sanctions for crimes derived from drug trafficking, through Law 30 of 1986 known as the National Narcotics Statute (ENE).
