Estrategias para el fortalecimiento de la competitividad humana en administrativos y docentes de la Universidad de la Guajira

Resumen
Dos fenómenos importantes que han causado un gran impacto en todos los sectores económicos y en el campo del conocimiento, han sido la “Globalización” y la “Internacionalización”. Sin duda alguna, estos términos han traído consigo muchos cambios; por ejemplo para el caso de la globalización, Cañón, García y Torres (2018), aseguran que:
La Globalización ha traído consigo múltiples transformaciones. El mundo se ha convertido en el epicentro de hechos que impactan en diferentes formas la vida cultural, política, económica y social de las personas, y estos cambios han hecho que la educación se considere como un proceso de reproducción cultural con un doble papel: primero como un lugar que ha sido impactado por la globalización viéndose obligado a ajustar su sistema o metodología a unos nuevos requerimientos; y el segundo, como una forma de reflexión para analizar y evaluar las ventajas que trae consigo la globalización. (p.3)
En lo que concierne a la Internacionalización se puede decir que, esta dio lugar a la competitividad y desarrollo de capital humano desde el ámbito externo. En otras palabras este movimiento permitió una apertura a mercados internacionales, los
cuales obligaron al RH a capacitarse más y a prepararse para ser competitivos. Lo anterior, también generó preocupación en el sector educativo, al respecto Cañón (2005), afirma que: “La internacionalización en la educación es un tema que por defecto está implícito en los análisis de los procesos de globalización comercial e integración económica regional”. (p.3) Al mismo tiempo, considera que esta no es un “fenómeno social nuevo, tal como los procesos de globalización no lo son tampoco.
Sin embargo, Cañón (2005), planteó que hasta ese entonces este tema había sido abordado: “Como una problemática de planificación institucional”. La cual, genera “diversas presiones de la sociedad actual y estas vienen obligando a las instituciones a configurar estrategias de internacionalización, para responder a diferentes necesidades actuales”. (p.4). en efecto, las situaciones anteriores, no son ajenas dentro del entorno educativo y más aún en el interior de las universidades.
En ese sentido, se hace importante resaltar que la presente investigación concuerda con lo expuesto por Cañón (2005), el cual concluye en que: Las universidades continúan siendo las principales instituciones de la sociedad llamada a generar el recurso humano adecuado a esta «sociedad del conocimiento», así como a continuar sus funciones de producción y difusión del conocimiento, lo cual plantea serias problemáticas y demandas de un cambio radical en estas organizaciones. (p.4).
Por consiguiente, en el presente estudio se pretendió: realizar un diagnóstico situacional en la universidad de La Guajira; con respecto a la competitividad humana, a su vez, se espera determinar cuáles son las características y particularidades, que influyen en la competitividad humana del personal administrativo y docente dentro de la universidad, también se buscó conocer los aspectos que intervienen en la competitividad humana, considerando las cuatro dimensiones del ser (espiritual, mental, emocional y física), y por último, se espera
diseñar estrategias que potencialicen las oportunidades de crecimiento en competitividad humana de los actores objeto de estudio.
Two important phenomena that have caused a great impact in all economic sectors and in the field of knowledge have been "Globalization" and "Internationalization". Without a doubt, these terms have brought about many changes; For example, in the case of globalization, Cañón, García and Torres (2018), claim that: Globalization has brought with it multiple transformations. The world has become the epicenter of events that impact in different ways the cultural, political, economic and social life of people, and these changes have made education to be considered as a process of cultural reproduction with a double role: first as a place that has been impacted by globalization, being forced to adjust its system or methodology to new requirements; and the second, as a form of reflection to analyze and evaluate the advantages that globalization brings. (p.3) Regarding Internationalization, it can be said that it gave rise to competitiveness and development of human capital from the external environment. In other words, this movement allowed an opening to international markets, which forced HR to train more and prepare to be competitive. The foregoing also generated concern in the education sector. In this regard, Cañón (2005) states that: "Internationalization in education is an issue that by default is implicit in the analysis of the processes of commercial globalization and regional economic integration." (p.3) At the same time, he considers that this is not a “new social phenomenon, just as globalization processes are not. However, Cañón (2005), stated that until then this issue had been addressed: "As a problem of institutional planning." Which generates "various pressures from today's society and these have been forcing institutions to configure internationalization strategies, to respond to different current needs." (p.4). Indeed, the above situations are not alien within the educational environment and even more so within the universities. In this sense, it is important to highlight that this research agrees with what Cañón (2005) stated, which concludes that: Universities continue to be the main institutions of society called upon to generate adequate human resources for this «society of the knowledge”, as well as to continue its functions of production and dissemination of knowledge, which raises serious problems and demands for a radical change in these organizations. (p.4). Consequently, the present study aimed to: carry out a situational diagnosis at the University of La Guajira; With regard to human competitiveness, in turn, it is expected to determine what are the characteristics and particularities that influence the human competitiveness of administrative and teaching staff within the university, it was also sought to know the aspects that intervene in human competitiveness, considering the four dimensions of being (spiritual, mental, emotional and physical), and finally, it is expected to design strategies that enhance the opportunities for growth in human competitiveness of the actors under study.
