Sostenibilidad ambiental en Cúcuta: análisis jurídico en el marco del ODS, objetivo 13: acción por el clima

Resumen
La finalidad de este artículo fue examinar y analizar la normatividad vigente desde dos esferas, internacional y nacional y su aplicación y alineación con el ODS 13, a raíz de la emergencia ecológica pasada a inicios del año 2024 de la Ciudad de San José de Cúcuta. El trabajo investigativo se abordó desde un paradigma interpretativo con una metodología cualitativa y un diseño hermenéutico toda vez que se estudió la normatividad que protege al medio ambiente en coherencia con las políticas públicas ambientales adoptadas en la administración municipal. Como resultado se identificaron las políticas públicas y las estrategias implementadas para el cumplimiento del ODS 13, como una sucesión de sugerencias para fortalecer la sostenibilidad ambiental en Cúcuta desde un enfoque jurídico. Concluyendo que si bien es cierto existe un marco jurídico que protege y brinda atención alineada con el Objetivo de Desarrollo Sostenible (ODS), se hace necesario mayor vigilancia, control y participación ciudadana, que vele por adecuado cuidado ambiental en Cúcuta.
The purpose of this article was to examine and analyze the current regulations from two spheres, international and national, and their application and alignment with SDG 13, as a result of the ecological emergency that took place at the beginning of the year 2024 in the city of San José de Cúcuta. The research work was approached from an interpretative paradigm with a qualitative methodology and a hermeneutic design since the regulations that protect the environment were studied in coherence with the environmental public policies adopted in the municipal administration. As a result, public policies and strategies implemented for the fulfillment of SDG 13 were identified as a series of suggestions to strengthen environmental sustainability in Cúcuta from a legal approach. Concluding that although it is true that there is a legal framework that protects and provides attention aligned with the Sustainable Development Goal (SDG), there is a need for greater vigilance, control and citizen participation to ensure adequate environmental care in Cúcuta.
