Resumen
Colombia es un estado social de derecho, organizado en forma de República
unitaria que cuenta con garantías constitucionales e internacionales frente a los
derechos fundamentales del hombre, es por eso que en Colombia sus legisladores
a la hora de realizar la expedición de sus leyes, decretos y resoluciones buscan el
respeto y dignificación del ser humano incluyendo así derechos como el trabajo.
Colombia cuenta con 138 resentidos carcelarios que dan cabida a un total de
76.553 presos, pero actualmente existen cerca 117.018 presos es decir 40.465 se
encuentran las cárceles en sobrecupo, esto se traduce en el fenómeno llamado
‘hacinamiento carcelario’, que se presenta en el 53% de las cárceles en Colombia.
Cada reo le cuesta al gobierno alrededor de 13 millones de pesos anuales, la
suma de dinero invertida en estas personas que son cerca de 117.108 reos, lo que
nos llevó a realizar la pregunta problema, Se implementa estrategias para
desarrollar competencias laborales en el centro Establecimiento Penitenciario de
Mediana Seguridad y Carcelario Establecimiento De Reclusión Especial ‘EPMSC”
Barranquilla Durante 2019?
Objetivos: El objetivo de la investigo es Analizar el desarrollo de competencias
laborales en el centro Establecimiento Penitenciario de Mediana Seguridad y
Carcelario Establecimiento De Barranquilla a lo que nos llevó el diseñar un plan de
trabajo que fue direccionado por los objetivos específicos para realizar dicho
análisis, Identificar el ordenamiento jurídico que regula la función de
resocializadores a partir del desarrollo de las competencias laborales; Identificar
estrategias que utilizan los centros penitenciarios para el desarrollo de
competencias laborales; Analizar el cumplimiento el desarrollo de competencias
laborales en el centro penitenciario ‘EPMSC establecimiento de reclusión especial
Barranquilla durante 2019.
