Educación superior para todos: Diseño de un programa para el acceso gratuito a la educación superior de los jóvenes del Departamento del Atlántico

Resumen
La educación superior gratuita es una prioridad en el actual Plan de Desarrollo Departamental del Gobierno de Elsa Noguera, entre otras cosas porque, la administración actual ha comprendido que esta es una de los canales más efectivos para atacar las brechas sociales, la desigualdad, y la pobreza. Para quienes adelantan la presente investigación este tópico no es un asunto de poca monta, por ello se presenta el diseño del programa “Educación Superior para Todos” que se acompasa con las necesidades de ampliación de la cobertura universitaria perseguida desde las autoridades políticas del Departamento.
En esta propuesta se argumentan las bondades que desde distintos puntos de vista favorecen la inversión pública a la educación superior, se comparten las experiencias Latinoamericanas a este respecto, se revisan las obligaciones consignadas en instrumentos internacionales que en materia de educación superior ha adherido el Estado Colombiano, y se presentan los resultados y discusión de los componentes técnicos, financieros, y de capital humano que constituyen la arquitectura de la propuesta. Se aclara que no pretende ser exhaustiva la propuesta, sino que busca alimentar los cimientos del debate en lo que concierne a la educación superior gratuita en el Departamento siendo un documento de referencia. El método a emplear es el descriptivo con enfoque cualitativo sin renunciar al empleo de gráficas que le agregan un contenido cuantitativo a la propuesta.
Free higher education is a priority in the current Departmental Development Plan of the Government of Elsa Noguera, among other things because, the current administration has understood that this is one of the most effective channels to attack social gaps, inequality, and poverty. For those who advance this research this topic is not a small issue, so the design of the program "Higher Education for All" is presented which is commensurate with the needs of expanding the university coverage pursued by the political authorities of the Department. This proposal argues the benefits that from different points of view favor public investment in higher education, Latin American experiences are shared in this regard, review the obligations contained in international instruments on higher education that the Colombian State has acceded to, and present the results and discussion of the technical components, financial, and human capital that constitute the architecture of the proposal. It is clarified that the proposal is not intended to be exhaustive, but seeks to feed the foundations of the debate regarding free higher education in the Department as a reference document. The method to be used is descriptive with a qualitative approach without renouncing the use of graphs that add a quantitative content to the proposal.
