Resumen
Los retos de la sociedad actual promueven a las instituciones educación superior a que se involucren en procesos de cambio permanentes, es así que aquellas que tomen decisiones acertadas lograrán obtener mejores resultados, en la universidad de La
Guajira, el diseño de un modelo para el fomento de la ciencia, tecnología e innovación; como estrategia de articulación con el sector empresarial y el aprovechamiento del desarrollo de la ciencia, aplicando prospectiva permitió anticipar lo que se debe hacer en el presente para lograr el futuro deseable y necesario en el entorno social del departamento. El modelo para el fomento de la ciencia, tecnología e innovación en la universidad de La Guajira como estrategia de articulación con el sector empresarial; contiene un análisis de sus factores exógenos y endógenos, de la selección de sus variables estratégicas mediante un análisis estructural, de igual forma se propone o se estructura el modelo de fomento de la ciencia, tecnología e innovación y así también se formularon las estrategias para la implementación del modelo de ese que fue propuesto. las principales teorías de desarrollo de prospectivas están basadas en los alcances de la CEPAL con su Manual de prospectiva y decisión estratégica; bases teóricas e instrumentos para América Latina y el Caribe, también de Hugues de Jouvenel, con su Invitación a la prospectiva, y de Michel Godet y la Caja de Herramientas de la Prospectiva Estratégica.
