Resumen
Hoy en día las Tecnologías de la Información y Comunicación (TIC) se ha convertido en una necesidad para los seres humanos puesto que a través de estas herramientas se ha conseguido optimizar algunos servicios prestados para la sociedad, pero también han ido creciendo los mecanismos de comunicación en términos de tiempo y espacio en las diferentes plataformas de las redes sociales. Es por ello que la presente investigación tiene como propósito realizar un análisis comparativo sobre ciudadanía digital en la zona urbana de Cúcuta y zona rural de
Teorama del departamento Norte de Santander teniendo la mirada de los líderes comunitarios.
Este proyecto hace parte de la opción de grado de la Especialización de Procesos de Intervención Social, el cual se inscribe en la línea de investigación: la intervención social en problemas y situaciones específicas representando una importante complementariedad con la del sujeto y la del contexto. El objetivo general del estudio es comparar las semejanzas y diferencias de la ciudadanía digital en la zona urbana de Cúcuta y zona rural de Teorama del departamento Norte de Santander desde la mirada de los líderes comunitarios.
La pertinencia de este proyecto está basada en la Agenda 2030 en relación a las Tecnologías digitales y los Objetivos de Desarrollo Sostenible, el cual busca reducir las desigualdades en el acceso a las tecnologías en zonas urbanas,
rurales. el ODS con que se dialoga en este proyecto de investigación, es el Objetivo 10. Reducción de las desigualdades. “La UIT se esfuerza por reducir las desigualdades internas y externas de los países, las comunidades y las poblaciones, permitiendo el acceso a las tecnologías y al conocimiento por segmentos desfavorecidos de la sociedad” (Unión Internacional de Telecomunicaciones – UIT, 2022).
Es por ello, que este proyecto reconoce a los líderes comunitarios, los cuales enfocan sus observaciones al estudio de la acción comunitaria, materializada en el
compromiso de las comunidades y de los líderes comunitarios, como fuente de significación de la participación y al valor de esta en los contextos de desarrollo social. Es desde esa acción que aporta a relacionar los espacios de participación social que realizan la zona urbana y zona rural en torno a la ciudadanía digital.
Esta investigación se inscribe en los estudios cualitativos desde el paradigma Histórico – Hermenéutico interpretativo y un estudio comparativo en las descripciones, explicaciones o interpretaciones de la realidad que viven las comunidades en zonas urbanas y rurales sobre la ciudadanía digital. Usando la triangulación combinando fuentes de datos de ciudadanía digital, la relación y el uso de los líderes comunitarios a las tecnologías en zonas urbanas de Cúcuta y en zona rural del municipio de Teorama desde la mirada de los líderes comunitarios realizando una triangulación de los datos.
Entre los hallazgos se encontraron coincidencia en la falta de desconfianza en las redes sociales; los dos grupos poblaciones de zona urbana y rural coinciden en ello, Es por ello, que en la zona rural prefieren la radio comunitaria en dónde los líderes comunitarios de la zona urbana y zona rural tienen diferentes perspectivas y formas de uso en cuanto a las plataformas digitales. Sin embargo, tiene mayor prevalencia la desinformación, las barreras que han tenido estas plataformas en su grupo familiar, el rompimiento de los canales de comunicación ya que no se ve un mayor aprovechamiento de las TIC.
La participación social en torno a la ciudadanía digital varía de acuerdo a las capacidades y necesidades socioeconómicas, socioculturales y demográficas que
estas zonas traen consigo. Las características particulares de cada subregión del Departamento Norte de Santander, son factores determinantes en esas participaciones sociales y en esos espacios en donde se desarrolla

The relevance of this project is based on the 2030 Agenda in relation to digital technologies and the Sustainable Development Goals, which seeks to reduce inequalities in access to technologies in urban areas, rural. "ITU strives to reduce internal and external inequalities of countries, communities and populations, allowing access to technologies and knowledge by disadvantaged segments of society" (International Telecommunications Union - ITU, 2022). . That is why this project recognizes community leaders, who focus their observations on the study of community action, materialized in the commitment of communities and community leaders, as a source of significance of participation and the value of this in contexts of social development. It is from this action that it contributes to relate the spaces of social participation that the urban and rural areas carry out around digital citizenship. This research is part of the qualitative studies from the Historical - Hermeneutic interpretive paradigm and a comparative study in the descriptions, explanations or interpretations of the reality lived by communities in urban and rural areas on digital citizenship. Using triangulation combining digital citizenship data sources, the relationship and use of community leaders to technologies in urban areas of Cúcuta and in rural areas of the municipality of Teorama from the perspective of community leaders performing a triangulation of the data Among the findings, there was a coincidence in the lack of mistrust in social networks; The two population groups in urban and rural areas agree on this.
